The Finance Manager is responsible for overseeing all aspects of the organization’s finances and accounting initiatives. He/she is responsible for the overall management of the Finance and Accounting unit and will closely work with the Director to create, implement and analyze financial budgets and forecasts, ensuring alignment with programmatic strategies. The Finance Manager will also be responsible for setting up and maintaining adequate financial reporting in accordance with donor requirements.
JOB RESPONSIBILITIES:
Analyze, develop and monitor project budgets, ensuring fiscal control measures and program budgets controls are in place to realize the program deliverables.
Reinforce existing procedures and systems for financial management and control in compliance with donor requirements.
Ensure timely delivery of quality financial reports to donors and internal reports to director and Project Managers.
Brief CLMC board committee/director on matters related with finance, on a weekly basis and when required.
Work closing with CLMC Project Managers to ensure that effective budgetary control is undertaken.
Support reinforcing systems and procedures related to logistic operations such as procurement, distribution, materials control compliant with donor and CLMC requirements.
Support the development and implementation of financial management capacity building for the staff.
Responsible for collecting cash forecasts from all Project Managers and requesting funds in a timely manner.
Maintain a continuous overview of funding levels and pay particular attention to shared support costs.
Responsible for preparation of all required documentation for financial auditors.
Oversee the project-end procedures, ensuring that all financial returns are completed accurately.
Collaborate with internal auditor.
Contribute to the development of proposals with regards to budget in cooperation with CLMC Project Managers and director.
Perform any other duties assigned by CLMC director.
REQUIRED COMPETENCIES:
More than 10 years of experience in a senior financial management position preferably in an international NGO;
Proven experience in managing large budgets;
Ability to work in a deadline-driven environment and undertake a pro-active approach;
Strong experience in working with UNHCR, UNICEF, BPRM,….
Strong commitment to team management approach, including good managerial, leadership, supervisory, interpersonal and negotiating skills
Have a very high level of personal and professional integrity and trustworthiness
Have a passion for CLMC mission and a strong work ethic
