Civil Engineer (Roster)

Base Office:        Tyre or Marjaayoun, South Lebanon Reports to:          Shelter Coordinator and Project Coordinator Project Area:      Districts of Tyre, Nabatiyé, Marjaayoun, Hasbaya Kind of work:     Support to Syrian Refugees and Asylum seeker for: Rehabilitation of Shelter, Urgent Shelter Repairs, Sealing off of Shelters, W.A.S.H. intervention This is a full time position. Rationale: CISP is implementing a number of Projects targeting Syrian Refugees in South Lebanon. We are opening a selection for CIVIL ENGINEERS to be inserted in our roster and that will be called in case of possible future opening of positions. The candidates will be evaluated according to CISP evaluation grid and will be ranked according to scoring assigned during selection. Whenever CISP will find necessary to recruit engineers to reinforce their team, candidates inserted in the roster will be contacted to check availability. All selected candidates will be inserted in the roster and their CVs and related documents will be retained for 12 months. JOB DESCRIPTION: CISP is active in South Lebanon implementing a project funded by UNHCR and targeting Syrian Refugees in South Lebanon. Among other activities, CISP is focusing on the sector of Shelter for which the program of work foresees: Rehabilitation of unfinished housing spaces to prepare Collective Shelters Urgent Shelter Repairs to seal off promptly units and to provide them with basic WASH facilities Provision of kits to the beneficiaries to seal off their shelter Rehabilitation of Schools. The incumbent will be part of a team composed by other professional profiles and will coordinate with all the other member of the team to avoid overlapping of roles and to give the best possible output with the shortest possible delay. He/she will elaborate his/her working plan discussing it with the Project Coordinator. He/she will implement the working plan independently but reporting achievements regularly. The incumbent will have the following responsibilities: Identify directly, or through analysis of assessments coordinated by the Field Officers, shelters to be inserted in the working programme; Prepare Bill of Quantities for every single shelter; Prepare Bill of Quantities for other buildings according to the requests of the management; Collect and organize technical information according to internal formats to be forwarded to the management to be analyzed and approved; Give support to procurement giving inputs for the Requests for Quotation or Invitations to bid; Give follow up to works compiling the specific documents to monitor the situation for every single shelter or other kind of ongoing works; Produce requests of payment signed by the Contractors or other subject implicated in works and accompanying them with certified work progress report prepared for this purpose; Identify shelters in need of urgent sealing and coordinate with other staff to compile the necessary lists for distribution of sealing off kits. Other duties: Being part of the CISP technical team, the incumbent might be required to fulfil other duties connected with his/her specific field of work in the sectors of Construction/Rehabilitation and WASH. THE CANDIDATE’S REQUIREMENTS: Essential: University degree in Civil Engineering; Experience: 1-5 years in construction/rehabilitation; good knowledge of Shelter and WASH standards in Emergency project; Proficiency in English and Arabic both oral and written; Good Computer skills including very good knowledge of Autocad and good knowledge of other packages (Office); Be rigorous, precise, calm and polite; Excellent inter personnel skills and team spirit; Valid driving license; Willingness to spend most of the working time on the field in different locations of South Lebanon and to drive to reach them for planning and follow up of works.
