External Evaluation Consultant (Re-Post )

1.    Background War Child Holland (WCH) is a child rights based organization that works for the fulfillment of the Child Right Convention with the main focus on three pillars: child protection, psychosocial support and education.   The Yalla Peace Project is a social stability project aiming at building social cohesion between Syrian and Lebanese children, as well as to promote peace and nonviolent communication between them by training around 300 youth leaders in 10 public schools (located in Beirut & Mount Lebanon) on psychosocial support and conflict prevention utilizing 2 facilitators per school. The ten month project started in September 2014 and will come to an end in late July 2015.   With the end of the project approaching, WCH is looking for a consultant to conduct the final evaluation of this project.   Objective(s) & Tasks The final evaluation of the project aims to document the level of achievements of the project’s specific objective and outcomes in relation to its efficiency, effectiveness, impact and sustainability. The evaluation will also generate lessons learned and provide recommendations to inform WCH development of a new program.   Project Outcome 1:Increased social cohesion between the Lebanese host community and the Syrian refugee population in ten semi-private and public schools in Beirut and Mount Lebanon.   Output 1.1: Awareness is raised of Lebanese and Syrian young people on the importance of conflict prevention and social cohesion and the target group is motivated to become active change makers in their community   Output 1.2: Lebanese and Syrian young people have strengthened life skills to become change agents in their communities   Output 1.3: Agents of change are actively spreading messages of peace and social cohesion in each of the selected communities.   List of (smart) deliverables A final evaluation report including:   Description of methodology used, including sampling decisions, qualitative and quantitative tools used Evidence-based findings related to: Project Relevance: Is the project addressing the needs of the target groups? Is the project aligned with (inter)national methods for psychosocial support? Project effectiveness & impact: Have the planned specific objectives and results been achieved? Project integration within the schools? Added value of creative methods and child participation in the project? WCH relationship with the schools. Coordination and exchange with Zukak organization Recommendations for possible future extension: Roles and analysis of Zukaka Problem analysis & objectives: what are the major problems in regard to the project general objective that are considered priority for the beneficiaries, and what specific objectives should be considered. Analysis of success factors and risks (internal and external) Analysis of the viability of the project: What factors should be taken into account to guarantee the impact sustainability of the project. Roles and responsibilities / ARCI Roles and responsibility of War Child Holland staff:   1-Country Director: Cathy O’Grady- Authorized to sign agreement and approve the selection of the consultant 2-M&E specialist: Joumana Mansour - in charge of the selection of consultant - Revise draft report and share feedback. 3-Emergency Project Coordinator: Bedros Kazazian - responsible for coordinating the consultant’s mission (eg. Coordinate the agenda with the concerned persons), provide project documents, select sampling and revise the draft report. 4-Security Officer: Jalal Makarem- Arrange the transportation and safety of the consultant to the field while coordinating with drivers on security measures. 5-Logistic officer: Ahmad Dhayni– Arrange the payments for the consultant, follow up flight and hotel booking.   Roles and responsibility of War Child Holland – Partners’ staff: Supervisors: In charge of arranging the meetings/ focus groups with the partner’s field staff and beneficiaries Evaluator Required Competencies: 1-Qualifications & Experience: The consultant must hold a Master’s degree in social studies, psychology, public administration or equivalent. Proven experience in project monitoring and evaluation, research and overall program management cycle Knowledge and experience in Child Rights and child protection.   2-Technical Competencies and Expertise: Knowledge of result based Management Evaluation methodologies Knowledge of participatory monitoring approaches Expertise applying SMART indicators and validating baseline scenarios Demonstrable Analytical skills Fluency in English: Excellent facilitation skills     3-Desired Skills and Experience:   Knowledge of Arabic language Familiarity with the Middle East culture and context Familiarity or previous experience with War Child Holland Experience working in conflict areas or for post conflict programs Experience in psychosocial support programs   Methodology A consultant will be recruited. He/She will undertake the evaluation as follows:   1-Preparation of documents, including sample size and tools 2-Conducting evaluation with WCH staff, facilitators, children, parents, and teachers 3-Follow up inquiries 4-Develop final evaluation report according to WCH format and guidelines.   In parallel with step 1 and 2, the consultant will closely coordinate with the project coordinator to receive all documentations needed and finalize the agenda, sampling selection and methodology. Planning The consultancy will take place from July 20th till 5th of August 2015. Deliverable Timeline (deadline) Preparation: Analysis of available documents (e.g. projects proposals, narrative reports, M&E documents) and proposal for evaluation methodology and preparation of the evaluation tools (e.g. interviews, surveys, guided discussions). 2 days Meeting with War Child staff at the office 1 day Field visits and meeting with partners (supervisors, facilitators, animators and beneficiaries…etc.) 4 days (meeting with facilitators and children in schools) Writing and drafting the final evaluation report, in English 3 days Sharing & finalizing the outcomes with War Child Staff through a workshop 1 day
