Advocacy & Community Mobilisation Expert/Trainer   Duty Station: Home-Based with Travel to Amman, Jordan Duration:  9 working days[1] Workshop dates: 4-7 August 2015   Introduction Oxfam is seeking an expert to provide training on Advocacy and Community Mobilisation for the regional programme “Supporting Women’s Transformative Leadership in Changing Times in Middle East and North Africa (AMAL)” which management is based in Oxfam Regional Gender Justice Programme. Background Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.   This focus is complementary to other areas of Oxfam’s work on women’s rights and to the broader goal of Oxfam to contribute to a ‘world without poverty.’ Oxfam is committed to supporting women, men and children, living in poverty, to claim their rights to sustainable livelihoods, to basic social services, to life and security, to be heard, and to an identity.   AMAL is a three-year multi-country programme to be implemented jointly by Oxfam GB, Oxfam Novib, Intermon Oxfam and partners. It is aimed to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes. By doing so, the programme aims to ensure that they have a say in formulation and/or their needs and priorities are reflected in socio-economic policies and practice at all levels. The programme is implemented in the OPTs, Morocco, Tunisia and Yemen.   In this framework, the AMAL Innovation Fund (AIF) is an Oxfam granting mechanism that was set up in January 2014 to support Innovative initiatives for promoting women’s leadership in the AMAL programme countries. The Innovation Fund is disbursed through a competitive process where interested applicants submitted proposals to Oxfam, evaluated based on specific criteria by Country Offices and a regional selection committee. Grants are disbursed to individual organisations or consortia of organisations. A total of 9 grants are disbursed under the fund to 14 organisations (hereafter referred to as “AIF grantees”).   Purpose and Tasks The main objective of this training is to build the capacity of the AIF grantees on advocacy strategies and tools with a focus on community mobilisation for their own benefit. The workshop is expected to follow a participatory methodology where participants design their own context specific advocacy plan. The following are the specific objectives: To build the participants understanding of what advocacy is and the main components of the advocacy plan. To ensure that participants understand and are able to apply the steps to develop an advocacy plan. To induct participants on practical tools and tactics to implement the advocacy plan. To induct participants on community mobilisation and its tools using best practices or practical examples. Deliverables Deliverables Deadline Pre and post training assessments results. 11 August 2015 A full training agenda in consultation with Oxfam AMAL programme management: A draft agenda will be submitted by the consultant to agree upon with Oxfam Final agenda will be handed to Oxfam   28 July 2015 31 July 2015 Simple training material in Arabic based on Oxfam available materials. 4 August 2015 A report in Arabic that includes proceedings of the workshop, results, successes and lessons, any follow up actions. 15 August 2015 Results of the evaluation of the training workshop, trainer, content, logistics, etc. 15 August 2015   Success will be measured if AIF grantees have by the end of the workshop: ü a clear understanding of what advocacy is and how to build an advocacy plan; ü full knowledge of the main advocacy tactics and tools; ü necessary knowledge to develop an advocacy plan (including selecting suitable tactics; ü Full knowledge of what community mobilisation is and its main tools.   Skills and Competencies Oxfam is looking for an expert with an excellent knowledge of advocacy and community mobilisation in theory and practice, and a good understanding of working on and advocating for women rights.  The expert should have significant training experience especially working with non-governmental and women’s rights organizations. He/ She should have the following skills and competencies: Significant knowledge and practice of advocacy with a focus on community mobilisation. Significant training experience and facilitation skills. Good knowledge and extensive practice in leading and/or implementing advocacy campaign in the MENA region. Knowledge of the region and familiarity with women reality and women rights movements. Excellent analytical, writing and synthesis skills. Fluency in Arabic and English. Previous experience with international and national organizations – non-profit sector. Further information – Participation in meetings The expert will be expected to coordinate with Oxfam AMAL programme management either in meeting (if residing in Lebanon) or remotely and travel to Amman for the dates of the training.  He/She will be expected to work closely with the AMAL Innovation Fund coordinator before and during the workshop.   Expressions of interest The expert will be selected through a competitive process.
