SSCL is a committee of Local NGOs, International NGOs, United Nations (UN), International Organizations (IO), Implementing Governments and Civil Society Non-Profit Organizations who coordinate and share information, resources and training on safety and security in Lebanon.
SSCL Mission Statement: To enhance the safety and security of international and local organizations operating in the humanitarian, development and civil society sector in Lebanon by fostering awareness and analysis, risk management, information sharing, coordination and best practice.
Responsibilities:
Strategic Planning & Management
Leadership and management of the SSCL operations and services.
To ensure SSCL operations and services effectively meet committee needs.
Develop communications strategy, coherent procedures and a portfolio of core policies to strengthen SSCL ability to implement and successfully deliver services.
Ensure SSCL functions according to a strategic plan, is optimally structured and staffed to meet program delivery requirements and is prepared to adapt management focus and operational direction in response to potential slow or fast-onset situational (risk and operational environment) change.
Responsible for budget and financial management the Director will work with Grant Holder senior management, Donors and Committee funds to ensure that support costs are sufficiently budgeted.
Ensure support from and to Grant Holder's operational support structure and management (Human resources, grants, financial, etc.). Guarantee that corporate (legal and reputational) and operational risks are effectively identified and managed through routine corporate risk assessment.
Represent SSCL to donors and various stakeholders, including government officials, UN agencies, especially UNDSS (particularly under the auspices of 'Saving Lives Together'), to ensure two-way feedback for SSCL operational development.
Establish and communicate performance indicators to Steering Committee and SSCL membership, support independent expert evaluation and audit of strategy and operational management.
Program Quality & Development
Promote a culture of learning and excellence in service provision and transparency across services to prioritize and ensure highly responsive, high quality subject-matter expertise and support to beneficiaries and operational credibility to all stakeholders.
As a management and operational principle establish open, consultative and reasoned methodology, coherent implementation and strategic SSCL organizational development.
Analyze and develop SSCL operations and services in tune with prevailing needs and the potential for change and new crises within the Lebanon context.
Assist Grant Holder unit in timely reporting to Donors and preparation of proposals
Policies / Compliance
Ensure the consistent implementation of Grant Holder and donor policies and procedures.
Ensure that all SSCL staff are aware of, and adhere to, Grant Holder and donor policies and procedures, and management directives.
Liaison and Representation
Develop a sound understanding of the mandates and activities of SSCL members and of the wider humanitarian, development and civil society community, of existing and emerging needs so, as a senior representative to beneficiaries and stakeholders, to be able to appropriately represent on core issues.
Be an operational and analytical focal point to SSCL members, and be available, where appropriate, to advise and inform government, donors and UNDSS and UN agencies (under the auspices of 'Saving Lives Together' etc.), as well as relevant academic research and training bodies on matters relating to staff safety and humanitarian access.
Balance operating as an open-source, information-sharing platform with effective sensitivity and data protection. Ensure data protection protocols are specific to situation and fully instituted.
Where relevant / appropriate, provide advice to SSCL in broader areas of humanitarian, development and civil society action in Lebanon, this may include expertise matters relating to Civil-Military approaches, Donor branding, armed escort, etc.
Staff Development & Supervision
Manage and mentor the Head of Coordinator, Operations Manager and other key SSCL Staff.
In respect of Grant Holder policies and procedures and management directives ensure compliance by, and supervision of, all SSCL staff and partners.
Ensure a strong working relationship between Grant Holder management, program and operational support staff.
Carry out the above supervisory responsibilities using the Grant Holder's Performance Management System.
Ensure ongoing and measurable professional development of SSCL staff.
Requirements
Education
Masters level or above qualification in Public/Business Administration or Risk Management from an internationally recognized institution.
In lieu a relevant Master’s degree combined with 10 or more years’ experience in public or private sector in threat and risk management or in senior international management and governance.
Experience
Minimum 10 years of experience in:
A leadership role in a government agency involved in diplomacy or development
OR
Senior role with a United Nations Agency
OR
International NGO senior management.
PLUS
Experience in managing and delivering training programmes for multiple agency participants.
Experience in developing and managing complex and effective risk management systems
Skills and Personal Qualities
Excellent understanding of the Lebanon context
Strong leadership, management, planning, analytical, interpersonal, and communication
Ability to adapt to and promote innovative methods of communication with new technologies
Excellent initiator, able to manage multiple tasks
Able to work under pressure and good at timely decision making
Professional fluent written and spoken English; fluency in Arabic a distinct advantage
Demonstrable competence in all standard computer programmes
Knowledge and/or experience in conflict management, protection, or other related field
Excellent professional approach and strong team building skills
Strong coordination and representation skills
