PROGRAM/DEPARTMENT SUMMARY: Mercy Corps has worked in Lebanon since 1993, running community development programs focused primarily on promoting agricultural and economic development, environmental sustainability, and increased opportunity for disadvantaged communities.  During and after the war of summer 2006, Mercy Corps ran a large-scale relief and recovery program to aid those most affected by the conflict.  At present, Mercy Corps is implementing programs funded by US State Department, the United Nations, EU and private donors.  Mercy Corps in Lebanon leverages the thriving Lebanese network of development organizations, and works very closely with local entities to implement programs that focus on: (1) Addressing humanitarian needs resulting from the Syrian crisis in Lebanon; (2) Increasing stability and resiliency among communities; (3) Catalyzing economic opportunities for youth, women and disadvantaged groups in the local economy.  Mercy Corps Lebanon has a diverse, dynamic and committed team that strives to implement excellent programs that work with Lebanese civil society organizations, communities, private sector actors and government representatives to achieve Mercy Corps’ mission of helping to build secure, productive, and just communities. GENERAL POSITION SUMMARY The Water, Sanitation and Infrastructure Manager is responsible for overseeing the technical engineering direction of Mercy Corps construction projects in Lebanon. This will include providing the requisite support to program activities that require engineering support including Water, sanitation, livelihoods, Shelter and community projects. The core responsibilities will include project design, implementation, capacity building and field staff mentorship, and quality control. S/he will provide supervise the work of Mercy Corps field engineers in South, Bekaa and Mount Lebanon. ESSENTIAL JOB FUNCTIONS Lead field activities related to reconstruction / rehabilitation of water and sanitation infrastructure undertaken by Mercy Corps in program target areas in Bekaa, South and Mt. Lebanon. Assist the Project Managers and other relevant staff in planning WASH infrastructure development programs and activities. Maintain accepted Infrastructural standards for all Mercy Corps programs and ensure that project staff/engineers, suppliers and contractors understand, accept and adhere to these standards. Ensure that various technical Templates (including bill of quantities, bill of materials and reporting formats) are standardized across Mercy Corps infrastructure projects in Lebanon. Review and validate of the technical specifications, engineering designs and work schedules to ensure consistency with the most appropriate technology, methods and standards of existing ministry, water establishments, municipalities and sectors. Review of the bill of quantities and bill of materials of the proposals to ensure the estimated costs are reasonable and comparable to the market rates. Review and advice on the bidding and tender documents and processes to ensure competitive bidding and conformity with the procurement procedures. Ensure the construction project activities are well coordinated and implemented in an integral manner so as to ensure effective and efficient utilization of physical and human resource during implementation. Regularly review the physical progress reports to ensure accuracy and consistency in reporting. Undertake regular field visits to carry –out technical audits during the implementation of the projects Coordinate with Project Mangers in requisition, procurement and delivery of project input materials, supplies and labor as far as construction work is concerned. Document, share and strive to solve difficulties that may be encountered in implementation of the construction projects. Regularly conduct training sessions for field engineers and community facilitators/WASH committees, in the use of the various technical templates including bill of quantities, bill of materials, and technical reporting templates etc. Assist Project Managers in preparation of monthly progress reports and project completion report on relevant rehabilitation/construction activities undertaken in the respective district.  10. Any other reasonable task as may be assigned by his/her direct Supervisor/Senior Management. REPORTS DIRECTLY TO: WASH Sector Lead SUPERVISES: Field Engineers WORKS DIRECTLY WITH:  Area Manager, Project Manager, Monitoring and Reporting Officer KNOWLEDGE AND EXPERIENCE: Post-graduate degree in Civil/Water Engineering or other relevant post-graduate degree. At least 7 years of experience and knowledge of engineering and construction, particularly in the field of water and sanitation. Work with communities in a development setting. Computer literate, having familiarity with computer based engineering software, and with MS Office applications such as Word, Excel, and Outlook. Extensive knowledge and work experience in Bekaa, South and Mt. Lebanon.
