Ec Project Manager - Engineer

  KEY RESPONSIBILITIES:   To work closely with the Bekaa Programme Manager, Bekaa Water Establishment and Chtaura municipality to implement the project in line with the objectives laid out in the donor approved Logical Framework. Plan and Undertake a water supply network and hydraulic study Develop and implement an advocacy plan in the WASH sector in collaboration with other Oxfam colleagues (WASH, policy, media) Assess the capacity of the Bekaa Water Establishment, develop and implement a capacity-building plan in close collaboration with other EC-funded implementing partners Develop TOR and recruit consultants for studies, and an engineering consultant  for the infrastructure work; and approve all submitted work in line with standards and requirements of the Bekaa Water Establishment.   Ensure the quality of the construction meets standard required by the water Establishment Monitor the budget and ensure funds are spent within the time frame acceptable to the donor. Ensure donor contractual requirements are fulfilled and that the donor has visibility throughout the entire project period.     Meet With donors and water establishments to identify potential new water and/or sewage infrastructure projects. Develop proposals together with Programme Manager, WASH Coordinator and Funding Coordinator. To report regularly, verbally and in writing to the Area Programme Manager and the Public Health Advisors in Oxford. To lead in preparing mid-term and final reports for the donor in collaboration with senior management team in Lebanon Build the capacity of the WASH Zahle team in designing and implementing water / sewage infrastructure projects To ensure that the project takes gender and age issues into account.     SKILLS AND COMPETENCE: Professional qualification in water or sanitation engineering, backed by at least 5 years of practical experience. Substantial, demonstrable experience of emergency and development work, and an understanding of relevant issues, particularly in the Middle East. Experience in building the capacity of the team internally and of external stakeholders Experience in driving an advocacy agenda in the water sector and influencing external stakeholders Confident representation skills Willingness to be part of, and closely work with a wider Oxfam non-WASH family including policy, advocacy and media teams. Proven experience in project management. Proven experience in water and waste water infrastructure projects. Experience and ability to work in insecure environments. Experience of using hydraulic water supply network models. Proven knowledge of ground water resources. Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework. Diplomacy, tact and negotiating skills. Ability and willingness to travel extensively often in a insecure environment. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. Good written and spoken English is essential. A good working knowledge of Arabic would be desirable. Sympathy with the aims and Objectives of Oxfam. Commitment to humanitarian principles and action.
