Livelihoods Programme Manager

Job Summary The job holder has the task to further develop a livelihoods programme targeting the poorest and most vulnerable people in Concern’s geographic areas of intervention in Lebanon.  The job holder will report directly to the Programmes Director.  Provided the availability of donor funding the position will continue beyond the six months timeframe.   Duties and Responsibilities  A. Programme Development To lead on research and analysis of livelihoods-based interventions Carry out livelihoods assessments as required Under the guidance of the Programmes Director , work with the existing WASH, education, shelter and protection teams to analyse ‘entry points’ and  identity livelihoods programme activities in existing programmes where possible Further grow the standalone livelihoods programme currently in its  pilot phase Support the Programme Managers and the Programme Director /CD to seek out in-country and international funding opportunities for potential livelihoods activities and programmes, and secure funding  through the development of high quality project/programme proposals Ensure that all programme activities are appropriate and are based on evidence and needs and in line with Concern’s country strategy Advise HR on staffing needs for the programme Participate in the capacity building of Concern Lebanon, and relevant partners in terms of livelihoods activities and approaches and provide technical advice as required Lead in the development and implementation of an M&E, learning and documentation system related to livelihoods that integrates into and complements existing programmes. Provide ongoing technical assistance to the programme staff and foster opportunities for programmes to learn from each other In conjunction with the finance, systems and programme teams, contribute towards the development accurate budgets to accompany the programme proposals As part of the Concern Lebanon team support the design and delivery of livelihoods-related humanitarian interventions as required     B. External relationships and representation Building and maintaining effective networks with government representatives, local and international NGO’s and other implementing actors within the livelihoods sector to ensure more effective livelihoods programming Represent Concern at technical and programmatic meetings and working groups as requested by management     C. Quality and accountability: Contribute as required to organizational accountability initiatives Adhere to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC), including the respect of confidentiality. D. Other: Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required, particularly as it might relate to urgent or emergency work not necessarily related to livelihoods   Person Specification: Essential: A degree in a relevant discipline such as humanitarian assistance; community development, agricultural, economics, or related At least three year’s experience of working in an NGO in a senior position focused on livelihoods (management/advisory role). Proven ability in report writing, research and documentation Experience in delivering trainings and presentations Experience in project cycle management Demonstrated success in undertaking assessments and developing programmes Excellent communication skills in English Demonstrably strong understanding of Monitoring and Evaluation Proven analytical, planning and time management skills. Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive Excellent computer skills, including Microsoft Word, PowerPoint and Excel A self-starter
