Project Engineer (Infrastructure)   Location Saida Area (Ein El-Helweh Camp) Type of Appointment Contractor Deadline for Application 06 July 2015 Vacancy Announcement Number 987/2015 Department/Division Field Infrastructure andCampImprovementProgramme   MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the incumbent: (A)    Day to day supervision and follow up of all construction projects executed in Ein El-Helweh Camp. (B)    Assisting the Project Manger in the day-to-day co-management of the Project ensuring its successful implementation on time, within budget, to the quality approved, and with the envisaged high community participation component; (C)    Technical supervision of construction to ensure contractor's adherence to contract documents, including drawings, specifications, testing and materials' requirements; assuring adherence of the contractor to time schedule and making sure that defective materials are removed and replaced properly, as required by the contractor; (D)   Preparing/coordinating any site survey work necessary to support the development of design/tender documentation for future works; checking and supervising any surveying work; (E)    Construction management duties including, but not limited to, contract administration, surveying, coordinating matters between multiple contractors on site, quantity measurements, cost control, reviewing interim and final payments and quality control; (F)     Making recommendations to the Project Manager on all variation orders and contract amendments; (G)   Assisting the Project Manager in assigning tasks and supervising specialists and technical staff that may be assigned from time to time to infrastructure works; (H)    Preparing weekly reports and assists in preparing the monthly reports and other reports as required by the Project Manager; keeps management informed of progress and obstacles; (I)      Preparing measurements, keeping measurements book, checking and assuring accuracy of payments to construction contractor(s) and payments to consultants; (J)    Controlling budget; preparing and maintaining cost and expenditure records and forecasts and continuously comparing between budget, available funds, value of works executed, and remaining works and funds; (K)    Testing of materials and analysis of results for quality control; reviewing and following up on the implementation of the contractor's Quality Assurance / Quality Control plan; (L)     Keeping a diary, recording day-to-day salient project events, activities and progress of works; protection of the interests of the Agency against potential claims; (M)   Checking and following-up the schedule of works/phasing prepared by the contractor(s) and other consultants working under her/his supervision; (N)    Assisting the Project Manger in ensuring safety measures are adopted during project implementation; (O)   Performing such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional        A university degree in civil engineering.   (B)   Experience Four years of civil engineering site experience in a multi-disciplinary environment (combination of building and infrastructure works) with at least two years of project management experience.   (C)   Language        Excellent command of written and spoken English and Arabic is a must. (D)   Skills and Competencies Specific competencies include: i)    Understanding of local laws and regulations; ii)   Advanced computer skills ▪ Report writing skills; iii)  Knowledge of materials testing, analysis of results and quality control in similar projects; iv)  Ability to negotiate; v)   Time scheduling and budget control skills; vi)  Basic knowledge of Earned Value analysis; vii) Ability to communicate; viii) Administration skills.   CONDITIONS OF SERVICE Salary: As per relevant salary scale. Contract Duration: Seven months at Ein El-Helweh Camp - Extendable according to availability of funds, needs and performance. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
