Protection & Community Outreach (Pco) Project Manager

General objective   Under the supervision and direction of the Project Implementation Coordinator, the PM Protection & Community Outreach (PCO) is in charge of developing and ensuring quality implementation of protection and collective site management & coordination (CSMC) activities (Establishment of self management structures in 12 sites, incorporation of protection mainsteaming across all the sectors of intervention, case management).   The PCO PM position’s major objectives are to properly achieve the following global tasks: -  Developing an efficient and sustainable refugee site management and coordination system (Self-Management Committees) -  Strengthen the referral pathways and case management for protection issues -  Train and support the field officers and team leaders for the good implementation of the activities   Responsibilities and tasks   Project planning and implementation : He/She coordinates protection and  community outreach (PCO) activities and ensures that the operational and qualitative aspects are properly put into practice (monitoring of objectives, respecting due dates and budgetary provisions, quality control). He/she also provides training to the implementation teams (PU-AMI but also local partner staffs) regarding protection, legal aspects, case management and referral pathways. He/She participates in making sure that protection and PU-AMI PSEA policy (Protection against Sexual and Exploitation Abuse) are understood and respected by all involved staff and for all activities. Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PU-AMI’s sectorial representation (e.g. Protection, CSMC Taskforce) in the area which he/she is responsible for among partners, donors, authorities and other stakeholders. She/he ensures an efficient coordination with the other components of the project. Team management and capacity building: He/She will supervise the PCO team ensuring their capacity building needs are met and liaise with support departments. Budget planning and management: Managing the activities budget and following-up the expenses as well as providing monthly budget forecasts Capitalization, reporting and communication: He/she assists the PIC and/or the Grant Coordinator in providing sufficient and detailed information for program reporting for donors and HQ. Strategy: She/he contributes to the adjustment of current intervention or/and development of new interventions on the basis of identified needs.   Specific objectives and linked activities    PROJECT PLANNING AND IMPLEMENTATION -  In coherence with working group guidelines, SOP in place, IASC policy, standards and codes of conduct and in the frame of donors requirements, and together with the PCO Technical Coordinator, define the protection methodology for the proper implementatioin of the main following activities (non-exhaustive): -        Establishing/empowering of community governance structures ensuring the implementation of community action plans per the objectives of the Collective Site Management and Coordination (CSMC) activities -        Mapping of operational agencies in the areas of intervention and coordination -        Strengthening existing referral mechanisms and set up of specific referral pathways for specific cases (CP, GBV, legal issues) -        Training of PU-AMI employees and local partners on referral pathways and basic legal aspects (tenancy rights, access to services) -  Ensure the coherence and the homogeneity of the activities under your responsibility (indicators and results follow-up) and develop proper assessment mechanisms -  Ensure a continuous monitoring of the CSMC activities (relevant to the needs expressed, adjust as needed) -  Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the monitoring of the project; this also includes identification of support requirements from other sectors within the organization -  Understand and appropriately implement donor guidelines and procedures regarding reporting requirements, procurement of goods and services and stay informed on new official guidelines and procedures -  Provide training to Field Teams on standard operating procedures (SOP), case management and legal aspects, as well as safety and security measures related to PSEA -  Ensure proper coordination and communication with the local implementing partner including the establishment and follow-up of effective monitoring tools and strong capacity building, as well as inter-organizational learning -  Participate to proposal writings for funding, carrying out needs assessment and suggesting programs locally in line with the country strategy plan -  Inform the line manager of any relevant issues related to the project implementation -  Lead regular field reviews and ensuring best practices standards are met    REPRESENTATION and COORDINATION -  In coordination with the line manager, represent PU-AMI in the project area with any relevant stakeholders, local, national and international partners, as well as local and provincial authorities, in order to facilitate the implementation of the project’s activities -  Participate actively to the Working Groups relative to your field of intervention at national if required and/or local level; participate to the elaboration of common tools and guidelines -  Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – UN agencies, NGOs, civil society organisations (CBOs), community groups -  Work in close coordination with relevant staff in other PU-AMI bases, including Food security & Livelihood, Infrastructure/Shelter, Health, WASH, and AME to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming             TEAM MANAGEMENT AND CAPACITY BUILDING -  Provide direct supervision and build staff capacity (PU-AMI and local partners) on community outreach, protection, in accordance with adequate international guidelines and technical manuals -  Monitor and providing objective feedback related to technical staff performance (Community Outreach PMs, Team leaders and officers), including completing staff performance evaluations to promote growth and professional development -  Deliver awareness sessions about human rights, relevant protection topics (child protection, SGBV, gender equity, etc.) and community mobilization to all PU-AMI staff in Lebanon -  Guarantee the appropriateness of programs and their respect for the health, PSEA policy and framework of operations of PU-AMI -  Support the Program Quality and Development Department in training implementation of AME team/clerk on: vulnerability assessment, information to affected persons of their rights, policies, assistance opportunities, including on available services and access -  Define and implement the required training to all field teams and to community volunteer/ local partners -  Support and advise the Field teams in the identification and solving of protection issues -  Ensure  good communication – coordination – information level of each member of the Field teams during regular coordination meetings (or other when required) -  Propose to your line manager relevant required adaptation to the organizational chart of the mission and contribute to its implementation -  In collaboration with the Admin team, follow the hiring process for PCO staff under their line management at base level by : drafting job descriptions, sorting resumes and conducting interviews -  Conduct appraisals every six months for the directly managed staff -  Solve team conflicts and ensure team building and discipline -  Ensure the application of disciplinary procedures in accordance with PU-AMI’s HR policy and in collaboration with the Admin team and the Field Coordinator          BUDGET & LOGISTICS PLANNING AND MANAGEMENT -  Comply with all logistical rules, procedures and processes, ensuring the timely supply of all logisitical needs for the successful implementation of your program. -  Be responsible for eligibility and good utilization of funds allocated with the activities under your management -  Be accountable for managing expenditures related to grants -  Be responsible for the follow-up and control of his/her budget area -  Analyze and propose solutions of reallocation if needed, after receiving a monthly updated budget follow-up (BFU) from the Admin/Fi Department -  Be responsible for approving expenditures and re-allocations within his/her budget area(s) -  Plan and monitor expenditures to take place during the grant period -  Address his/her cash forecast according to his/her budget areas    CAPITALIZATION, REPORTING AND COMMUNICATION -  Update the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project -  Provide situation report (SITREP) and weekly report and share it with the PIC -  Write regular reports on the above activities as requested by the PIC or the Technical Coordinator -  Contribute in writing intermediary and final reports for donors -  Capitalize lessons learnt and good practices throughout the project -  Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the AME teams and with his/her supervisors -  Participate in the development of comprehensive support documents for activities implementation by the PCO team   STRATEGY AND DEVELOPMENT OF NEW PROJECTS -  Participate in identifying protection and CO-related needs in coordination with the Project Implementation Coordinator -  In the context of identifying new operations, and together with the PIC & PQC, he/she contributes to the preparation of project proposals for the PCO sector -  Participate in the strategy development of the mission -  Contribute to the definition of new proposals and budgets in collaboration with the PIC & PQC -  Develop an understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…)   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in English (speaking/reading/writing).   Education degree: University degree in social work, community development or another relevant degree Work experience: Minimum 2 years protection experience with a humanitarian organization (at least 1 in Lebanon) Knowledge & skills: Good analytical and writing skills /Understanding of project cycle management /Good management capacities and team leadership spirit Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, GIS Other: -          High knowledge in community mobilization, protection -          Good management and pedagogical skills -          Good knowledge of Beirut, Mount Lebanon & South Governorates, willing to travel locally and valid driving license -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations -          Must understand and adhere to humanitarian standards/principles   Assets -  Knowledge of Arabic (speaking/reading) -  Ability to deal with difficult, often frustrating work situations -  Ability to provide/structure instructions clearly and concisely both orally and in writing -  A high sense of discretion and integrity when dealing with sensitive protection information -  High degree of responsibility, initiative, alertness, emotional stability, the ability to prioritize a heavy workload and to delegate accordingly -  Professional attitude and the ability to build successful working relationships with contacts outside of the projects. -  Excellent command in writing and editing documents in English. -  Self-motivated, flexible and adaptable to the needs of the team and organization -  Strong commitment to support/develop capacity of national staff and developing second layer of leadership -  Team player: proven management ability and inter-personal skills -  Problem solving and leadership skills -  Understanding of the political and humanitarian context in Lebanon   *  Other: A willingness to live and work in insecure environment with potential movement restrictions Regular field visits to implemented activities are necessary to provide a comprehensive activity reporting
