Transport Officer

Job Summary                     Management of the transport function of Concern Lebanon.   Duties and Responsibilities   Vehicle management Allocate vehicles to staff based on available fleet and organisational requirements. Ensure drivers maintain log books and records of fuel purchase. Review these and provide feedback to the drivers on completion. Plan and ensure routine preventative maintenance of vehicles is carried out according to rental agreements. Complete the Transport Report on a monthly basis and forward to the Logistics Manager and SD, highlighting any unexpected or unusual findings. Maintain a filing system containing all documentation pertaining to Concern vehicles. Review usage of vehicles verses allocation on an ongoing basis and present findings to the Logistics Manager. Communicate with vehicle rental companies used by Concern to inform them of changes in vehicle requirements. As informed by the Security Focal Point (SFP), update drivers of changes in the security situation, and if necessary recall them from field sites. Communicate any security information received from drivers to the SFP. Ensure all transport incidents are recorded and elevated to the Logistics Manager and SFP. Monitor balances on fuel cards and ensure that these are sufficiently loaded at all times. Where requested, hire trucks and other forms of transport in line with programmatic requirements.   Staff management Provide inductions to all new drivers on Concern driving policies, ensure they know all Concern work locations, and how to access these safely. Give feedback on performance both formally in PDRs and informally based on information received from other staff. Hold regular meetings with drivers, and represent their concerns to the Logistics Manager. Fill in per diem claim forms on behalf of drivers. Complete timesheets on behalf of drivers.   Assets •       Responsible for the maintenance of the fixed asset register. •       Conduct a sample verification of fixed assets on a weekly basis, and full fixed asset verification on a six monthly basis, and update the fixed asset register for any discrepancies. •       Ensure assets issued to and received back from staff are correctly recorded. •       Ensure all assets are labelled and easily traceable from and to the fixed asset register   Other To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment. To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6). Undertake other appropriate tasks that support the work of Concern in Lebanon as requested.   Skills, Qualifications, Experience and Attitude Required Recognised tertiary qualifications in administration, management or related discipline At least three years experience in related field Experience in transport management Demonstrated skills in applying security management and occupational health and safety in a workplace Previous experience working with humanitarian organisations is desirable Strong organisation and problem solving skills Excellent computer skills in a MS Office and good command of email Ability to work calmly and efficiently under pressure to meet tight deadlines Excellent oral and written communication skills in Arabic and English.
