Water, Sanitation And Hygiene Promotion Manager

Overall Purpose Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Water, Sanitation, and Hygiene Promotion (WASH) Manager has a vital role to play in improving access to safe water and sanitation for the target population.This involves effectively managing the assigned WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff and planning and initiating new WASH projects / proposals.   Project Overview In response to the Syrian Crisis and the resulting influx of refugees into Lebanon, Medair implementing water, sanitation, and hygiene promotion interventions in informal settlements, substandard accommodations, and local host communities. This project will complement currently existing shelter, site improvement, and GIS mapping projects.   Major Duties and Responsibilities Technical WASH Management Be responsible for the implementation, management, supervision and support of the assigned WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards Manage the quality construction of all water and sanitation structures and ensure good maintenance and sustainable processes are put in place Work towards the continual improvement of the processes and the technical implementation of the WASH programme Provide input into the integration of beneficiary participation and accountability in all aspects of the project Ensure accurate and timely reporting of activities for internal and external reports (e.g. weekly, monthly, quarterly and final reports) as requested by field managers, HQ and donors Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken Staff Management Manage and oversee the assigned WASH team including recruitment, day-to-day management, development and training, appraisals, etc. Hold regular team meetings with the assigned WASH team, reviewing team and individual objectives, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback Ensure the assigned WASH team members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions Promote the health and security of the WASH team by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices On occasions work with casual labour (including hiring, co-ordinating workload and payment) to achieve specific, time-bound tasks Financial Management Work with the WASH / Shelter Project Manager and other relevant parties to plan, construct and manage WASH budgets for the assigned WASH project(s) Coordinate and oversee petty cash requirements of the assigned WASH team, ensuring all required paperwork is completed accurately and in a timely manner Communication and Coordination Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned WASH team, Medair in-country managers and advisers, and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs) Represent Medair at relevant local-level coordination meetings involving local authorities, UN agencies and other NGOs. Occasional travel to Beirut for national-level meetings. Logistics Manage the correct and timely ordering (within budgetary constraints) of all necessary WASH supplies and equipment for the assigned WASH activities, ensuring minimum stocks are maintained and items are stored and distributed correctly Ensure the careful use, regular servicing and appropriate replacement of all WASH equipment, within budgetary constraints, for the assigned project(s) Quality Management Promote and use theMedaire-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed Implement, as far as is possible within operational constraints, relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice Strategic Decision Making Work alongside Shelter / WASH Project Manager, sector advisors, and other in-country and HQ-based leadership to inform and direct short-, medium-, and long-term WASH strategy including intervention modalities, site selection, proposal writing, assessment planning. Delegated Responsibilities Achievement of the assigned WASH project outcomes within the budget and the agreed time frame Management of the relevant aspects of the WASH budget for the assigned WASH project(s) Authorisation of expenditure on applicable budget lines up to $5,000.00 Filing and archiving of all required records and documents for the assigned WASH project(s) according to the requirements of Medair, donors and relevant local authorities Line management of assigned WASH staff, including recruitment, performance monitoring, disciplinary action. Person Specification and Competencies Computer literate with good working knowledge of Microsoft Excel, Word and Outlook. Passionate about serving the poor. Self-motivated.  Team-player with good inter-personal skills. Good communicator, able to pass on information efficiently Willingness to support others and to share workload Aptitude for community mobilisation and capacity-building Capacity to work under pressure and manage personal stress levels Able to work effectively in a wide variety of situations Creative, open-minded, flexible, self-learner Able to develop and maintain effective relationships with colleagues, beneficiaries, other agencies and local authorities Ability and willingness to manage project implementation Good report writing skills Problem solving ability Excellent organisational skills Able to oversee multiple tasks Able to prioritise clearly Able to enforce procedures Able to set clear objectives for staff and to delegate Committed to consultative and servant-minded leadership
