Finance Officer

ASSIGNMENT The Finance Officer provides operational oversight to current and future emergency Syrian Response. He/she carries out all aspects of the day to day financial functions. The Finance Officer ensures effective implementation of the financial policies and procedures according to the Solidar guidelines and procedures. RESPONSIBILITIES Payment, Compliance and budget control Coordinate and follow-up with finance assistant the preparation of payments: payment voucher (cash, cheque, transfers), Cash advances …. Ensure the completeness and accuracy of the supporting documentation coming along with any Solidar disbursement; check the correct chain of approval in accordance with Solidar Procurement guidelines and funder’s requirements. Ensure that the payments are reflected with the correct budget category and under the correct project code and line. Monitor the spending of budgets within the corresponding guidelines. Render support to field team for financial reporting     Accountancy Responsible for the booking, completeness and accuracy of the accounting data and transactions into banana financial system Assist the Finance Manager /Project Coordinator(s) in the preparation of monthly budget vs actual (BVA) and budget follow-ups.   Cash Management Following up the management of safe and cash box with finance assistant and finance manager, and coordinate the money withdrawal upon needs. Coordinate with finance manager and programs' coordinators about their cash needs and forecast.   Reporting Coordinate with Finance Assistant in preparation of monthly reconciliation statements Prepare the monthly finance reporting to the headquarters Ensure that all vouchers and supporting documents are available and complying with the Solidar Finance Manual Assist the Finance Manager in the preparation of Donors’ Reports   Payroll Prepare the monthly payroll before approval of the Finance Manager & Country Representative Follow up the payroll process and payment with MENAF including transfer, invoicing ….. Act as focal point for all MENAF declaration and administrative follow up (work contract, NSSF certificate…) in coordination with Finance Manager & HR   Perform any other related duties as required by the Finance Manager.
