Terms of Reference ECE Specialist     THE PURPOSE OF THE CONSULTANCY: World Vision is looking for an Early Childhood Specialist with a strong experience in education. The consultants’ main roles are to review the current ECE programme in Lebanon and make recommendations for improvement of the programme, improve the ECE centers physically according to the international standards, and provide support to the new ECE programme located in the Bekaa, including trainings, and similar support to the potential future project in South.     The themes to be covered by the consultancy are requested as follows: Review the day-to-day programme activities per the established schedule and modules Contribute to quality improvement of the current ECE programme content, lessons and activities. Contribute to the design of a possibly revised M&E system by providing relevant content related input to responsible staff.   Ensure the ECE materials procured meets MEHE/CERD standards. Evaluate the competencies and training needs of staff and community volunteers. Training staff on ECE curriculum and programming, including any other relevant additional training for staff and volunteers   Review the current M&E system and related data collection. Help in the recruitment of qualified caregivers and other relevant staff. Implement ECE standards within current facilities, while improving physical space of ECE programme. Coach the trained staff, including one day follow-up training based on needs observed. Make recommendations for the use of appropriate modules and materials in the ECE programmes, including coordinating with the PSS programme.   DELIVERABLES: Inception Report, including pre-assessment and training plan Procurement, distribution, and explanation regarding ECE materials Final ECE curriculum (including activities, lesson plans, materials needed, etc) Final M&E system (including tools) attached to revised ECE curriculum Final report regarding findings of consultation, including various trainings facilitated   CONSULTANT QUALIFICATIONS REQUIRED:   Educational background in ECE Several years experience teaching/consulting in ECE Understanding of regional context Experience in facilitating trainings Great communication skills Good at time management Good computer skills Ability to act with appropriate respect towards audience   DURATION OF THE CONSULTANCY:   The consultant will provide services for WVL from early June through end of July, as necessary, with possibility of extension (approximately 4-6 weeks).
