Finance Assistant

 About IOCC IOCC is a US-based international relief and development agency established in 1992. It offers emergency relief and development programs to those in need worldwide, without discrimination. IOCC has been working in Lebanon since 2001. IOCC has a decade of experience working in Lebanon implementing community-driven programs that address a broad range of social issues, from relief to community development and education.  IOCC seeks to hire a full-time motivated Finance Assistant to support GOPA Finance Staff and IOCC Program Staff to ensure that accurate and timely information is provided for project management purposes and address fiscal responsibilities mandated by project donors.  The IOCC Regional Finance Director and staff, working in collaboration with the IOCC implementing partner in Syria, DERD/GOPA, will manage this position. The Finance Assistant will provide technical assistance on financially related functions and will be responsible for reviewing and assisting DERD/GOPA finance staff in observing accounting standards and principals as required by donors.  She/he will monitor project cash flow, budget compliance, financial data and accounting reports, and general technical-financial support for the DERD/GOPA staff.  This objective of the incumbent will be to ensure that IOCC maintains the highest standards of financial integrity and accountability as mandated by IOCC donors. Primary responsibilities include without limitation: Provide technical assistance to IOCC/GOPA staff in budgeting and financial recordings. Ensure the achievement of financial expectations/requirements from different donors, including the preparation of reports and audit documentation. Ensure that timely and accurate financial statements and bank reconciliations are reviewed for compliance with donor standards. Ensure that all financial documents requested by IOCC are delivered in a timely accurate manner. Assume responsibility for primary review and submission of monthly expense reports and financial projections to ensure accurate financial reporting. Ensure internal controls are in place and operating effectively. Ensure audit recommendations have been implemented, and are in compliance with donor regulations. Ensure that all purchases and procurement is in compliance with donor regulations.  Ensure all expenses are reasonable, properly allocated, and conform to accounting principles and guidelines. Oversee proper documentation of all financial and bank transactions and maintain records that are retained in an audit-ready state. Assist in creating budgets for proposal submissions.  Analyze expenditures and share with program staff as required. Carry out specific administrative/operational tasks for project activities as directed. Perform other duties, as required.   Qualified applicants will possess knowledge and skills: Budget management with an understanding and experience in accounting processes and procedures; Possess strong organizational and critical thinking skills; and exceptional skills in reporting, monitoring, and evaluation. Professionalism: knowledge of, and the ability to apply and monitor financial rules, regulations and procedures, according to requirements of the Donor. Proven attention for detail, and the ability to effectively manage a high volume of data and information; Possess a demonstrated high level of organizational and time management skills to ensure timely and accurate reporting and compliance with deadlines;  Excellent verbal and written communication skills; Excellent computer skills including excel processing; Ability to respond effectively to challenges, and to work effectively in a diverse and busy team environment while building positive relationships with staff.
