Shelter Program Manager

ROLE PURPOSE:   Save the Children Lebanon’s Shelter program has existed since November 2012. Under the guidance of the Deputy Area Manager for the Beqaa, and in regular communication with the Shelter Adviser in Beirut, the Shelter Program Manager will fulfil SCL’s objectives: 1- Program of Values; 2 - Program and Shelter Guidelines, Policy and Standards, 3 - Country Strategy; 4 - Project Proposals and 5 - running Implementation Plans and Budgets.   The Program Manager will oversee the strategic direction of the Shelter program in the Beqaa, undertaking needs assessments; monitoring progress and undertaking evaluations, adapting existing programming to changing needs; and undertaking Program development (design and proposal development). S/he will coordinate the day-to-day activities of the projects implemented in the Beqaa ensuring that they are implemented effectively and efficiently according to SCL’s guidelines and procedures for project governance applicable for the particular projects.   The Programme Manager will be expected to represent SC Lebanon and the shelter programme at a regional and national level. S/he will be responsible for ensuring that all SC Lebanon Shelter activities in the relevant geographic areas are done in accordance with Save the Children’s policies and minimum standards.   This post is anticipated for a minimum of 1 year, but is likely to be extended depending on performance and speculative funding. The position holder may be required to spend 1 day a week inBeirutin order attend internal and external meetings   Short-listed candidates will be subjected to a technical assessment.   KEY AREAS OF ACCOUNTABILITY: Human resources and capacity building Lead the recruitment of appropriate personnel for the Shelter Team in the location described above, in collaboration with the Shelter Adviser and Area Management. Work in collaboration with Shelter Adviser to identify capacity building requirements for the Shelter Team members and develop capacity building plan for all Shelter national staff Conduct on-the-job training and conduct regular training sessions Ensure that policy and procedure is understood by new staff (e.g. procurement and finance requirements) Supervision, training and development of Shelter staff; Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances   Programme management: With the Shelter Adviser and Deputy Area Manager, finalize implementation plans for each Shelter & NFI project. Prepare regular work plans in line with the implementation plan and; ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions). Responsible for managing and overseeing the development, implementation and quality of the Shelter projects; Ensure consistency in methodology and quality with other SC Lebanon Shelter programs in Lebanon Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual (BVA) reports to assess any discrepancies and ensure timely expenditure With the Shelter Adviser, analyse information to select intervention sites;  and analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programming Liaise on a regular basis with finance, logistics, and administration to guarantee the smooth running of programmes Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection Produce timely reports for internal and external use. Manage the grants and budgets supporting the Shelter projects; Promote and share ideas for improvement and necessary changes in the activities   Proposal Development Work with the Shelter Adviser to write proposals, including logical frameworks (and developing measurable indicators to measure outputs/outcomes) to secure funding for additional programming; ensure that appropriate measurable indicators are established. Participate in the continuous assessment of mid and long term Shelter & NFI needs and ensure that it is appropriately reflected in sectoral meetings Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level; and ensure multi-sectoral programming With other team members (and communities), identify programme gaps and ensure appropriate action is taken Lead and conduct needs assessments to guide strategy development   Inter-sectoral Integration   All Project Cycle Management aspects of the Shelter projects in the Beqaa. Working with WASH colleagues in supporting the Sub-Standard Buildings beneficiaries with complementary WASH programming. Working with the Food Security & Livelihoods (FSL) colleagues on community-level and household-level improvements and support. Scaling-up to intervene in emergencies, whether due to influx, extreme weather, etc. Ensuring all output data and beneficiary data is recorded and maintained in the shelter database. Working with Child Protection (CP) colleagues on joint-programming surrounding physical protection from security-risks and weather and privacy.   Monitoring and Evaluation: Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis Contribute to the development of data collection tools and databases Regularly visit project sites to ensure that teams are appropriately supported   Coordination and advocacy Represent SC at all relevant regional coordination meetings (e.g. Distribution, Shelter, WASH etc.) and other meetings and forums and take leading role to strengthen shelter aspects related to child protection and education. In collaboration with the Shelter Adviser, represent SC at relevant national level coordination meetings. Regularly coordinate with UNHCR at regional level and build positive working relationship. Maintain working partnerships and good communication with representatives of SC shelter partners and programmes (E.g. UNHCR, UNICEF, DFID, ERF, German FFO, DRC, NRC, PU-AMI, Medair, ACF, local NGOs etc.) Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education, Health and Food Security & Livelihoods (FSL). Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.   Interfaces: Relevant interfaces for this position are:   Area Manager Deputy Area Manager Shelter Coordinator Shelter Program Managers for other SCL Sectors (programmes) to ensure a holistic and integrated response to the needs of refugees in the Beqaa. MEAL Unit in Beqaa Office. Safety and Security Manager and Beqaa Focal Point Support Services (Admin, HR, Finance, Logistics and IT) in Beqaa Office.   The position holder may be expected to support Shelter and NFI distribution related activities elsewhere in Lebanon. This is contingent upon needs and resources.   QUALIFICATIONS AND EXPERIENCE Experience Minimum 7 years of work experience Minimum of 2 years of experience working with NGO’s in an emergency/humanitarian or development context Minimum of 2 years of experience of line management Minimum of 2 years of experience of basic construction, distributions, report writing etc   Skills Minimum bachelor’s degree in Civil engineering, architecture, construction, urban planning or other Built Environment related field, Familiar with humanitarian sector, donors, technical aspects of humanitarian Shelter, Sphere standards, distributions and Humanitarian principles Familiar with liaising with NGO’s and UN bodies Strength in interpersonal, communication and presentation skills and teamwork Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Strong IT/database management skills Familiar with construction; tendering, contracting, construction monitoring etc. Proficiency on Microsoft Word, Outlook and Excel, Good time management and organizational skills Fluency in written and spoken English Experience in using and training staff on ODK or similar survey tools
