Skills Training Officer (Economic Recovery And Development Program)

The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings.  The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors. Job Overview/Summary: The Skills training Officer will be responsible for supporting the day-to-day organization and execution of vocational training activities as outlined in field action plans and previously agreed with the Implementing Partner. The Skills training Officer will act as main point of contact with VT beneficiaries Major Responsibilities: Under the direct supervision of the Sr. Livelihoods Officer Organize skills development courses and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly Supervise the delivery of skills development trainings, based on direction and curriculum developed by IRC Gather information on the local context, target communities and employers to assist the Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers in Mount Lebanon in consultation with the Outreach Officer Apply technical knowledge and skills to organize and deliver skills development activities, in full compliance with IRC standard operating procedures and guidelines Develop and implement terms of reference and work plans for service providers and review progress at regular intervals Participate in the organization of FGDs and information sessions to beneficiaries Support and supervise the enrolment and regular attendance of beneficiaries in skills development trainings, as per procedures agreed between Finance and Program Collect all information sheets (beneficiary lists, registration forms, distribution lists, and others) at the training venue and submit them to the Database Officer on a timely basis Collaborate with M&E Assistants in their daily monitoring activities and share timely information with them, provided that the Livelihoods Manager will be responsible for sharing weekly and monthly field plans Collect case studies and success stories according to IRC guidelines Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.  Assist the Livelihoods Manager in assessing service providers Collaborate with the M&E Manager and the Database Officer to develop effective measurement of objectives.  Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with IRC procedures, pre-established vulnerability criteria. Create linkages with other IRC programming in education and protection as well as with other actors delivering life skills curriculum. Other Other duties as assigned by the supervisor to enable and develop IRC programs Key Working Relationships: Position Reports to: Sr. Livelihoods OfficerPosition directly supervises: Indirect Reporting: Other Internal and/or external contacts: Internal: Other Livelihoods Center Staf Job Requirements Bachelor of Arts or Science in Social Science, Economics, Agriculture or related field 2-3 years of experience in organizing and implementing vocational training activities Demonstrated experience and capacity in delivering training to youth Previous experience in drafting reports Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Fluency in English and Arabic required Work Environment: Travel and other requirements: Staff will be based in Mount Lebanon with some travel required between the field office and the main IRC office in Beirut.
