Programme Manager Child Protection / Psychosocial Support (Repost)

War Child Holland’s programme in Lebanon War Child Holland (WCH) is active in Lebanon since January 2004. The objective of the programme is to improve the protection, psychosocial wellbeing and education of children and youth affected by the ongoing conflict in the region. The programme is currently implemented in and around Beirut and in the north (T5 and Akkar) and regular travel is expected. It is anticipated that the programme will develop further which may involve travel to other locations also.    The Programme Manager (PM) is based in the office in Beirut and bears the overall responsibility of the child protection/ psychosocial support programme and team. You have a key role in developing the programme and you have the overall responsibility for programme implementation including management of the WCH team and management of partner relations.   The PM is a member of the Country Management Team. The PM reports to the Country Director based at Beirut. You manage a team of staff in a number of locations.   Your challenge   Management of War Child’s CP / PSS country programme A key role in the design and implementation of the CP / PSS programme In Lebanon; Contributes to the development of the Country Strategy, the Annual Planning process, and other programming processes; Responsible for the development and writing of concept notes and project proposals in close collaboration with the Quality Department/technical specialists; Monitors local needs and developments in close collaboration with the Programme Development Manager and Country Director; Monitors and evaluates the implementation and quality of the programme In Lebanon in close collaboration with the Programme Development Manager; Supports the Country Director in identifying donors; Works with the Quality Department to identify appropriate local partners; Writes progress reports to Country Director.   Management of staff Manages the Project Coordinators by guiding, coaching, instructing, and motivating; Ensures that staffing is appropriate for the programme; Conducts appraisals and feedback; team development and discusses career perspectives; Manages well-being of staff; Fosters a well-functioning team with good team spirit; Prepares terms of reference for his/her staff in coordination with HR; Recruits support and (implementing) programme staff for the field location; Reports to the Country Director on HR issues.   Capacity building of staff & local partners Responsible for ensuring that the capacity of support staff and local partners is built in cooperation with the Quality Department.   Finance and Fundraising The PM CP / PSS has overall responsibility for the CP / PSS budget and manages this together with the Project Coordinators in accordance with internal policies and procedures; Ensure that the Project Coordinators within the CP / PSS programme maintain an efficient financial control (of cash flows, local payments, etc), accountability standards, procedures and records; Ensure financial control is consistent with WCH policies and procedures; Identify new programme possibilities and potential donors to support these; Attend coordination and other meetings as agreed with Country Director.   Maintain network of contacts / representation Ensure appropriate communications, information exchange and sharing within field team; Develop and maintain productive relationships with local government, voluntary agencies, the UN, donors and communities; Liaise with professional counterparts of (inter) national authorities and organisations Represent War Child in meetings / coordination platforms (specifically the Child Protection and Psychosocial Support Working Groups at national level).   Security and logistics Responsible for ensuring that the security plan is followed by all staff in cooperation with the Security Advisor; Supervise the Project Coordinators in logistics management; Follow the guidelines set by the Operations Support Manager on logistics management.   Human Resources administration and policy Ensure that National Staff HRM policies are in place and adhered to as per WCH guidelines and policies.   Profile Relevant academic background (social science and management) e.g. Social Sciences, Community Development, Child Rights, Social Work, etc; Knowledge of Child Protection / Psychosocial Support programming; Knowledge of participatory planning and programming methods; Knowledge of finance (budget design and control); 3 - 5 years of experience in project development and implementation with an (I)NGO in an international/ humanitarian context; Experience in child protection / psychosocial programming; Experience of managing people; Experience working with local partners and communities. Good communication and interpersonal skills, including the ability to communicate on sensitive issues; Strong English writing skills; English fluency required. Knowledge of Arabic preferred; Ability to make decisions; Planning and organisational skills; Resource planning skills.
