PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. For more details on the association: http://www.handicap-international.org Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division MISSION CONTEXT The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done through 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and through 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams. ACCOUNTABILITIES Line manager: Deputy Program Manager Line manager+1: Program Manager Functional link: Rehabilitation supervisor, Logistic department MAIN RESPONSABILITIES Based in Bekaa, under the direct responsibility of the Deputy Program Manager and with the support of the TechnicalUnit, you will be responsible to: Ensure the realisation of the technical accessibility assessment upon the first assessment and recommendation done by the Partnership Officer. Determine the most suitable modality of execution (direct or through contractor) Supervise the construction work Ensure the good quality of the final result MAIN TASKS PROGRAM IMPLEMENTATION The aim of your job is to make the identified structure accessible for persons with disability: Reception of the referrals Regular meeting with the Partnership Officer, to receive the list of structures identified Analysis of the assessment and preliminary data collection Accessibility technical assessment: Visit of the location Performing technical site assessment Elaborate adequatepropositions, including the human resources, material,and the timeframe Coordinate with the partnership officer for the realization of MOU between the structure and Handicap International (agreement on the work to be realized, timeframe etc). Organize and supervise the works: Recruit the human resources or local contractor needed Follow up with the logistic procedures for the material, contractualization with suppliers and civil engineering firm Regularly visit the work sites Establish site supervision and document them Monitor the compliance of the results with the needs identified Certify the accomplishment of the work REPORTING Participate in preparation ofthe monthly situation report (SITREP) by providing relevant information to your line-manager Provide weekly reporting on your activities to your line manager Ensure the compilation and recording of all activities and impact measurement Contribute to the production and dissemination of specific data analysis Produce final report at the end of the contract   REQUIRED PROFILE Academic background in civil engineering, architecture, Quantitative survey or interior design is a must At least 3 years of professional experience, including experience in community based projects in the field Previous experience in accessible infrastructure is strongly recommended Sensitivity to the limitation of persons with specific needs strongly required Strong organisational skills Strong interpersonal and intercultural skills Strong communication and external representation skills English and Arabic mandatory (oral and written) Excellent knowledge of Bekaa and its humanitarian context Dynamism, high level of motivation Flexibility and availability Ability to work in all parts of Central, West and North Bekaa is mandatory Languages Skills English and Arabic mandatory (oral and written). French would be an asset Computer Skills Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point. Driving License preferable but not mandatory.
