Programme Manager - Education

Purpose of job:   To lead our work in Education (Schools, Higher Education and Skills) ensuring coherence in our strategy and programme delivery for Lebanon.  To ensure agreed activity targets and objectives are achieved to the satisfaction of Director Programmes & Partnerships and Country Director through effective use and management of financial and human resources.   Accountabilities, responsibilities and main duties: 1. Strategy and planning Development of the education strategy based on current opportunities and market intelligence:    Work closely with colleagues, including Director Programmes and Partnerships, to identify, scope and analyse opportunities for future work. Work with Marketing and Communications colleagues to use market insight and develop appropriate marketing resources and tools to support business development.   2. Pursuit and positioning of partnership and full cost recovery (FCR) opportunities Active pursuit of education partnerships and FCR opportunities, based on current pipeline of opportunities, market intelligence and knowledge: Contribute to the development and management of relationships with existing and potential key stakeholders including government authorities, private sector organisations, NGOs, partners and individuals. Gather and analyse market intelligence on client strategies, stakeholders and beneficiaries, potential partners and competitors and individual partnership and FCR opportunities to contribute to the Lebanon education strategy and implementation plans. Proposal preparation for client-funded competitive tenders and direct contracting, as required, including writing expressions of interest, concept notes and content to specific parts of proposals.   3. Relationship building and managing networks To identify, build and maintain strategic relationships and partnerships with external stakeholders including government bodies, donors, INGOs, private sector organisations, media, schools, further and higher education institutions.   4. Programme and project implementation To oversee the management of Education programmes and partnerships according to business needs: Ensure clear planning, implementation, monitoring and evaluation of education programmes/projects to meet the needs of stakeholders, partners and customers, and achieve the programme/project objectives and outcomes Development and implementation of communications plans. Identification of opportunities to support the British Council’s Equal Opportunities and Diversity policy, and considers all seven areas of EO&D framework in planning and implementation of programme and project activities.   5. Resources management Active management of people and finances in line with British Council processes and standards: Identification and control of project risks. Ensure effective financial management of programmes and projects using SAP and off-system tools. Effectively line manage one member of staff and support professional development according to standards of Performance Management and Professional Development, ensuring effective knowledge sharing between colleagues. To proactively participate in the corporate Performance Management and Professional Development system and keep professionally updated in related areas.
