Terms of Reference   Researcher/ Consultant for Child Protection       THE PURPOSE OF THE CONSULTANCY:   World Vision Lebanon (WVL) has prioritized Child Protection and Participation in the new National Office strategy, demonstrating the high commitment for protective environment of children in Lebanon. WVL has adopted “Child Protection and Advocacy" (CPA) [1] as one of the local level advocacy (LLA) methodologies to be piloted in 2 operation areas (5 ADPs [2]) in year 2014. Therefore this ToR aims to guide a research process using the “Analysis, Design and Planning Tool” (ADAPT[3]) approach on the problem of Violence against Children.   WVL is looking for a short term consultant whose main role will be to conduct a child protection research in different areas in Lebanon.       DESCRIPTION OF THE RESEARCH WVL will be using the CPA methodology to contribute to Reducing violence in school, home and community. As part of this process, ADAPT for Child Protection methodology will be used to collect detailed information regarding the problem of Violence Against Children. The results of the research will be used to identify the main issues affecting children that will help WVL to advocate for on the local and national level.     HOW THE REPORT WILL BE USED BY WORLD VISION ONCE IT’S FINALIZED This report will be utilised in the following ways   Enable committee groups come up with Action Plans for intervention in addressing child protection issues in their respective communities. Enable World Vision, strategically plan for intervening in contributing to reduction of child protection issues at the community, municipal and national level.   BACKGROUND OF THE COMMITTEES -       Bekaa area (Mainly Zahle, Central and West Bekaa): One committee has been formed for the three areas composed from teachers, schools directors, municipalities, mothers, media and NGOs. Another children council committee is already formed. -       Margeyoun area (Mainly Ain Arab Village): One youth committee has been formed composed of 9 youth, most of them uneducated. -       Bint Jbeil (Mainly Ebl Village): One youth committee has been formed composed from well educated students. -       Akkar (Mainly Middle Dreib Area): One adult committee and another children council committee.     DESCRIPTION OF THE TASKS REQUIRED   -       Investigate and analyze the legal, policy and institutional framework related to violence against children on the national level. -       Present the findings to community groups and prioritize pressing issues with regards to child protection issues. -       The Consultant will be asked to prepare and deliver training material to World Vision staff and partners in Bint Jbeil and Akkar about the forms of violence against children and their root causes. -        The Child Protection training has been already done in Margeyoun and Bekaa and the main issues that are affecting children have already been identified. -       The consultant will be asked to develop methodology for primary data collection for Margeyoun, Bint Jbeil, Bekaa and Akkar. -       Monitor the quality of the primary data collection. -       Produce a data entry analysis and conduct the primary data analysis. -       Produce report for each area and a compiled national report. -       Come up with Recommendations to different stakeholders i.e. Government, NGOs, parents, children, community e.t.c. -       The training must be delivered in Arabic language. -       The report must be written in English language. -       It is expected from the consultant to provide the presentations and materials that have been used in the training and research.     NOTE: ADAPT tool developed by World Vision will be used to inform this research methodology. More specifically, the following analysis is required: 1-    National Level Analysis To identify key child protection issues in the country To understand the regulations and system put in place by the state To understand linkages between formal and non-formal mechanisms and services for child protection To identify key actors in the national child protection system as well as their relationships and power dynamics To identify key weaknesses in the national child protection system and implications for the system functioning at community level. To map prevailing views, beliefs and attitudes related to child protection   2-    Community Level Analysis Identify and prioritise child protection issues in the community Identify the most important root causes of those issues Map the existence and effectiveness of the elements of the child protection system in the community Analyse the issues and systems and identify next steps for community actions and for project identification and design. Steps: Listening to children/ adults/ analysing and reflecting/ debriefing with the community   CONSULTANT QUALIFICATIONS REQUIRED:   -          Experience in research methodologies and child protection -          Familiar with civil society and NGO engagement.  -          Good analytical and critical thinking. -          Strong English language proficiency         DURATION OF THE CONSULTANCY:     The consultant will provide services for WVL as needed during the period from June 2015 until August 2015.      Task Timeline National Level Analysis June Prepare the training material for Akkar and Bint Jbeil areas about the forms of violence against children and their root causes   Week  # 1 (JULY) Deliver the training to Akkar and Bint Jbeil   Week # 2- 3 (JULY) Develop research methodology   Week # 4 (JULY) Data collection and entry Week  # 1-2 (AUGUST) Produce report for each area and a compiled national report.
