M&e Assistant

  The Monitoring and Evaluation Assistant is responsible for assisting operations of the education projects M&E system to support programme management and accountability functions. He/she contributes toward the relevance, effectiveness and efficiency of IRC programming.   Major Responsibilities:   1. Support the implementation of project specific M&E plans in alignment with the donor and IRC Quality framework.2. Manage the identification and design of appropriate tools, formats and procedures of operational monitoring at each level of the objective hierarchy; including Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).3. Produce draft reports as per M&E plan’s reporting schedule.4. Assist in the preparation of Terms of Reference, design of baseline, evaluations and needs assessment surveys and provide direct support for the exercises.5. Provide support to external consultants and individuals sub-contracted to implement special surveys or studies required for evaluating project effects and impacts.6. Facilitate analysis sessions with project staff to reflect on findings and agree on programmatic action.7. Assist in organising trainings on M&E principles for capacity development and awareness among IRC education programme staff.8. Conduct coaching to build the capacities of Education Field Officers and enumerators on M&E frameworks, data collection methodologies, data analysis, etc.9. Support the Education Field Officers throughout qualitative data collection and conduct qualitative data verification visits as spot checks.10. Ensure that project level means of verification are available and organized at program regions.       Key Working Relationships: • Position reports to: Monitoring and Evaluation Manager, Beirut• Position Directly Supervises: none• Indirect Reporting: Education Coordinator, Beirut   JOB REQUIREMENTS:   1. Ability to organise and facilitate capacity building/ enhancement for staff2. Ability to verify data quality3. Ability to speak and write Arabic and English4. Detail oriented5. High level of competency in Excel and ODK systems6. Inspires trust within/outside of the organization7. Develops high levels of credibility and accountability8. Stays open to internal feedback9. Understands the application of policy and the impact of decisions10. Agrees with The IRC Way 11. Finds fulfilment in work through creativity, risk management initiative, and innovation, and encourages the same in colleagues.   *80% Travel to Bekaa and Akkar, 20% in Beirut office.
