Sub-Office Manager (Akkar)

We are looking for a highly qualified national or international candidate that can engage with our programme as a Sub-Office Manager Who are we? DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. For further information about DRC, please refer to our website: www.drc.dk Duties Represents DRC before relevant donors at field level and before local authorities, in the sector working groups and interagency planning workshops in coordination with the Area Manager North Lebanon (NL) and the support of the field sector managers Analyse the specific local contexts, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends, and provide recommendations to management on adjustments that need to be made to the DRC Response Strategy in Akkar. Properly plan activities with the sector field management team on a 6 months and monthly basis and monitor progress vs. Plan, and ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation) Establish and/or enhance local networking and community mobilisation mechanisms to ensure smoother and safer programme’s implementation, Guarantee that M&E tools are used by the programme teams in coordination with field managers and the M&E Staff. Monitor expenditure, budgets and expenses tracking activities for his/her AoR, by performing accurate financial planning on both 6-month and monthly bases, and oversee the set up/enhancing of admin-finance system and application of policies by various teams with the support of respective specialised teams Oversee the implementation and optimisation of log-procurement system and application of DRC global and Lebanon specificpolicies by various teams with the support of respective specialised teams Ensure administration of human resources according to DRC guidelines , including yearly performance appraisal (PADA) of every single employee, applying disciplinary measures when necessary, participate to the recruitment, management, training, monitoring of staff and support the establishment of complaint mechanisms Organise and ensure a timely, proper written weekly and monthly reporting and report daily if needed on problems faced for his/her AoR About you To be successful in this role you must have minimum 5 years of management experience managing humanitarian multi-sector and multi-donor programs and in politicised settings; relevant education preferably in management , social sciences or international development; experience in dealing with and build the capacity of duty-bearers such as ministries, LNGOs and other local authorities; capacity to properly manage the project cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results) with monitoring-focused skills, and Full proficiency in spoken and written English. Ideally you will also be proficient in Arabic. We offer An interesting job in one of the best NGO’s in the world.
