GLOBAL OBJECTIVES
- Updating & assuring the respect of HI partnership management guidelines.
- Compile and supervise that the requirements of the Partnership Agreement are matching.
- Ensure adequate filling of all partnerships related documents (operation & administration).
- Oversees the administrative & logistics capacity building component.
SPECIFIC OBJECTIVES
1. Partner’s framework
- Ensure in close coordination with the SSC, programme coordinators & HQ, the design of the partnership framework (admin guidelines) matching with HI and donors rules and regulations.
- Ensure the design of specific agreement in case of emergency response matching with HI and donors rules and regulations.
2. General Administration, follow-up and reporting
- Ensure the capitalization and the archiving of all administrative documents from partners (according to the standard HI check list: assessment form, internal note, Partnership agreement, explanatory note, intermediary and financial report, cashbook signed by partner...)
- Prepare and report the incident file in case of “suspected fraud” to the SSC.
- Ensure the analysis of each partner’s work on a regular basis (at least with every reporting, phase).
- Send out reminder to HI team regarding deadlines for narrative reports and payment of the instalments, and for the collection of donation certificates and distribution lists.
- Support operations and support services to design and/or update existing management tools.
- Participate to the redaction of the monthly Situation Report.
3. Partner Monitoring mechanisms and tools
- Ensure and report to the SSC/AMEL, has adequate monitoring mechanisms in place to track and supervise partner’s performance and prevent financial risks.
- Ensure and supervise the regular update of the compliance grid (on a monthly basis for follow up and edit an analysis on quarterly basis).
4. Partner training
- Designed and adapt according to the partners’ ability, accurate training of HI admin guidelines (either new or current Partners).
- On a quarterly basis provide refresher training to the partners (according to compliance grid analysis and financial intermediary report).
- Ensure support to administrative training capacity building platform if needed.
- Ensure support to training initiatives if needed.

- Experience of operational partnership management
- Experience with NGO is a strong asset
