DIMENSIONS: Delegated authority to supervise junior staff and/or volunteers and delegated projects/activities. Problems vary and include a combination of routine and some complex. Work pattern is a mixture of reactive and project work. Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team. Communication is largely with internal staff, (including internationally) also with some external contacts and target audiences to support operational work. Analysis and communication of some complex information at a simple level is required to a wide audience to promote and influence KEY RESPONSIBILITIES: The following responsibilities are not exhaustive. They aim to provide a clear sense of the nature and scope of jobs at this grade:   OPAL and management information Work with others to promote use of OPAL (Oxfam Programme Accountability and Learning system) as a programme design, monitoring and learning tool. Support input, review, coordination and authorisation process of Programme Implementation Plans (PIPs) and projects Create and consolidate valuable management information relating to regional programme performance Support the RGJP team in implementing measures to improve programme quality Lead on and support the RGJP team in monitoring their projects and PIP in OPAL Lead 6 monthly monitoring of PIP and project management in OPAL Lead and coordinate the annual Global Output Reporting (GOR) and One Oxfam Output Reporting (OOOR) for the RGJP Act as OPAL focal point and support team members in their induction   Monitoring, Evaluation and Learning Work with RGJP team, and especially PMEAL Manager to help coordinate implementation of Oxfam's Common Approach to Monitoring, Evaluation, Learning and Social Accountability (CAMSA) systems and minimum requirements, e.g. Monitoring Reviews, PIP reviews and Programme Standards self-assessment. Assist with developing ways of working and systems for knowledge management and approaches for sharing and discussing good practice in collaboration with the Regional Quality Team Source internal and external expertise for improving quality of design and implementation of Oxfam's projects and donor proposals in the region Support PMEAL Manager and RGJP team in rolling out and documenting organisational learning   Partnership and accountability Support RGJP team in conducting partners capacity assessment and capacity building plan Support RGJP team in setting accountability plans   Gender Support to RGJP team and especially the Gender and Advocacy Advisor in promoting the integration of gender in all aspects of the work of the RGJP. Provide support in organising internal capacity development activities on gender justice. Assist in organizing external gender justice activities and events (webinars, news stories, publications, …) Assist in monitoring compliance towards gender justice requirements and commitments. Assist in ensuring effective knowledge management systems/mechanisms on gender justice   Other Support and facilitate team exchanges, coordination and regular meetings Support Project Managers to effectively manage new and existing regional projects Perform other tasks related to effective support as appropriate

• Experience of working in or supporting INGO country programmes
• Understanding of project cycle management
• Knowledge of operating project management database (OPAL knowledge would be a distinct advantage)
• Proven ability to work collaboratively with colleagues at distance and in a diversity of locations and roles
• Proven organisational skills including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure
• Effective communication skills including fluency (oral and written) in English
• Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision
• Experience of advising, training and coaching others on programme quality issues
• Strong inter-personal skills and self-awareness
• Openness to learning
• Understanding of and commitment to Oxfam's 'one programme approach' (linking humanitarian, development & advocacy work)
