Education Expert In Teacher Professional Development

Second Education Development Project – EDP II   Terms of Reference Education Expert in Teacher Professional Development  (Proc ref: IC010-3.3)   Background The Ministry of Education and Higher Education (MEHE) is currently embarked upon an education sector development program designed to; (i) improve the quality of student learning outcomes in order to enhance their social and economic wellbeing; and, (ii) improve the internal and external efficiency of the public education system. This program funded by the World Bank, and being led by the Ministry in collaboration with a number of external partners (USAID, EU, UNICEF…), has prepared an integrated sector development strategy and has built the core information and management tools required to commence program implementation. In order to ensure effective integrated implementation of the program, MEHE has established an Education Sector Development Secretariat. This Secretariat comprises a multidisciplinary team of officers and experts for management and technical support, reporting to the executive level of the ministry. The role of the Education Expert is to support and ensure the effective implementation of education sector policy priorities and program initiatives relating to Teacher Professional Development. The Education Expert will be reporting directly to the Secretariat Director.   Responsibilities (Key Activities) Responsibilities of the Education Expert include the following: Support the implementation and delivery of the Teacher Professional Development Subcomponent within the EDP II, and: Coordinate with the Secretariat Director, the ECRD, and the MEHE General Directorates activities related to the pre-service, in-service, and induction trainings. Review and verify relevant design studies and reports. Collaborate with other members of the Secretariat team, ECRD and related Ministry Directorates to formulate, plan, and cost interventions designed to address the above issues Prepare monthly progress reports and participate in the preparation of the ESDP Quarterly Progress Report Undertake other related tasks and duties as required by the Secretariat Director.   Previous Experience The incumbent should hold: A minimum of 10 years of substantive work experience at a leadership level in all aspects of pedagogical program design and delivery. 2 years’ experience with the implementation of externally financed projects (under international development programmes) for the education sector preferred.   Qualiications The qualifications of the incumbent are: Must hold a Masters degree in Education with an emphasis on pedagogical practice and program development; a Phd in Education is a plus. Knowledge of education reform processes and associated management strategies. Knowledge of the current structure, strengths and challenges facing the education system in Lebanon. Demonstrated ability to undertake education sector program needs analysis. Demonstrated leadership skills in education program design and delivery. Demonstrated ability in the field of program design for the related fields. Strong leadership and team management and communication skills in Arabic and English; French is a plus.   Application and Contact Details  This position is funded by the Education Development Project II (EDP II) - World Bank Loan No. 7966-LE.
