Solidar Switzerland is a non-governmental organization (NGO) whose purpose is
to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Switzerland has been operating in Lebanon since September 2012 implementing Shelter programs, Basic assistance, Food Security, Non Food Item distribution and emergency response. Solidar Suisse is seeking for Technical officer for the rehabilitation project under shelter program.
The project aims to provide safe, secure and healthy accommodation for the most vulnerable Syrian refugee families in 3 districts of South Lebanon. Through the renovation of unfinished apartments and small shelter units, Syrian refugee families will be provided with rent-free and adequate provisional shelter.
Overall objective of the assignment
The Shelter Technical Officer musthave the overall responsibility for development and implementation of the shelter programs in informal tented settlements and/or collective centers, and/or private unfinished houses and buildings. This role includes gathering of data for future interventions as well as ensuring routine monitoring of Shelter activities, including conducting assessments, support to mobilization of refugee communities, ensuring proper implementation and oversight of infrastructure construction. Specific Objectives of the Assignment Project Assessments • Assist in the design and testing of assessments and conduct shelter assessments that ensures it adheres to the methodology and formats • Participate in the analysis of information gathered to support project design and planning Project Implementation • Provide orientation to field officers and field volunteers on shelter activities, standards and processes • Oversee all construction related works in the field; including identifying skills and encouraging self-help approach within the refugee population • Include the refugees on the management and sustainability of the rehabilitated shelter after completion of work and enhance them on the role they have to play as partners in keeping their living environment safe on a shelter perspective. • Identify, in coordination with field officers, most vulnerable families who will require support to rehabilitate shelter units • Ensure project documents are properly filed and kept secure Project Monitoring • Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes • Monitor the delivery, handling and utilization of all shelter materials in the field • Manage the shelter project sectors' activities in order to meet the project objectives • In coordination with the Program Coordinator(monitoring and evaluation) meet minimum quality and standard requirements. Reporting • Prepare daily/weekly progress reports to Program Coordinator on construction progress, contract status and beneficiary participation levels • Prepare relevant field reports that will feed into internal reporting and donor reporting requirements Logistic • Ensure good communication with logistic officer so that procurements, purchases and contracts are made according to Solidar’s and donor’s procedures. Expertise and qualifications required ESSENTIAL • Language skills: Fluent in Arabic and English (speaking/reading/writing) • Education degree: Baccalaureate or University degree in engineering or construction works • Work experience: 2 years of experience in a similar position (NGOs/private companies) in Shelter/Construction • Knowledge & skills: Good analytical and writing skills /Understanding of project cycle management /Good management capacities and team leadership spirit • Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) • Other: - High knowledge in Shelter, WASH and construction works - Good management skills - Good knowledge of the South Area, willing to travel a lot locally and valid driving license - Excellent communication and diplomacy skills to manage relationship in potentially tense situations Assets • Other knowledge: - Good skills in reports and contracts redaction - Knowledge of humanitarian actors • Interest: - Strong motivation to help people in needs - Understanding of the political situation in the area • Skills: - Well organized - Conflict resolution and diplomacy experience - Ability to analyze and suggest improvement - Ability to take initiative to deal with difficulties encountered in daily work - Ability to adapt or change priorities according to the changing situation within a mission or the organization itself - Autonomy, neutrality, hard worker - Able to manage stress and pressure
