Apprenticeship Officer

The IRC operates a Livelihoods Center (LC) in Akkar, which serves as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations, as well as connect beneficiaries with on the job training opportunities. The Apprenticeship Officer works with potential employers to place apprentices in short-term paid on the job training opportunities, and follows up with employers and apprentices to ensure the experience is benefitting both parties.  The main objective of this job is to develop and implement successful short-term on the job training experiences and monitor them to ensure the apprentice is learning valuable skills while also providing a benefit to the host employer and providing them exposure to potential future employees. Major Responsibilities: In partnership with the Job Counselor and Employee Relations Officer, establish clear guidelines for referral to the apprenticeship program from the Livelihoods Center intake and other services. Ensure that on the job training placements are correctly matched to clients selected to participate in the apprenticeship programme; Ensures that contracts and code of conducts are signed by both parties and correctly store them; Conducts weekly visit on the apprenticeship site to verify work conditions, verify the presence of beneficiary as well as troubleshooting as necessary on the working relationship Conducts bi-weekly meetings with beneficiaries in the form of interviews or focus group discussion as appropriate. Ensures that payment of beneficiaries is accurately processed;  Conducts regular meetings with all the employers Inform employers and apprentices on labour law regulations applying to Lebanese workers and youths, as well as to Syrian refugees and migrant workers; Generate reports on placements; Produce statistics and reports as and when required; Identify opportunities for program development and additional placements and communicate to the Private Sector Manager Other Other duties as assigned by the supervisor to enable and develop IRC programs Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. Key Working Relationships: Position Reports to:  Private Sector Engagement Manager Position directly supervises: N/A Indirect Reporting:  N/A Other Internal and/or external contacts: Internal:  Job Counselors, Employee Relations Officer, other Livelihoods and Protection Staff External:  local employers in Akkar and T5, partner organization AND, other NGOs and local actors doing employment or apprenticeship programming Job Requirements: 2-3 years of experience implementing employment related programs, vocational training programs, or youth programs, preferably in a humanitarian or emergency context. Experience in community mobilization and participatory decision making highly preferred and valued Experience within the private sector is a plus Demonstrated experience and capacity in collecting field-level data, and experience analyzing field data and concisely reporting on results; Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Excellent interpersonal and problem-solving skills, creativity and flexibility; INGO experience preferred; Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. Fluency in English and Arabic required
