Communication Field Officer

Minimum required knowledge & experience: Contributes to the implementation and running of comm./info/diss projects / programmes, mainly independently Maintains contacts with target groups at various level Contributes to written reporting Contributes to the development and production of dissemination tool Experience of speaking, presenting and lecturing in public Communications experience, public relations, reflecting ability to produce clean and informative prose in a variety of styles for different audiences Function description: University degree or professional diploma 3 - 5 years’ work experience in a similar field Very good knowledge of written and spoken English Very good computer skills Very good analytical and writing skills Confirmed capacity to analyse the political and social environment Able to work autonomously, independently and under pressure Able to handle confidential and sensitive information, exercising discretion, maturity and good judgment A sense of diplomacy and sound negotiation skills Excellent interpersonal skills and a joy of working with others in a team are essential Specific Activities: I. Key support to field communication · Defines and updates the operational communication strategy (based on priorities) for the ICRC in Tripoli (TRP), in coordination with TRP management and Communication Coordinator · Plans and manages operational communication for the sub-delegation ensuring coherent messages and following the strategy of the ICRC in Lebanon · Identifies the right tools, training and support needs to ensure timely operational communication is implemented by all key TRP staff with various stakeholders important for the institution’s positioning (perception and acceptance) · Contributes to the sub-delegation’s networking and outreach efforts by mapping all relevant stakeholders (religious /Islamist circles, Political and non- state actors, think tanks, LRC, PRCS, etc.), building further and maintaining regular contacts with key interlocutors II. Planning, coordination and implementation of communication activities in Tripoli • In coordination with Head of Sub-Delegation and the Communication Coordinator, develops the strategy for communication activities in the area of responsibility • Manages the planning and implementation of priority communication activities in the AoR, coordinating with BEY_COM, with specific emphasis put on the ICRC’s Weapon Traumatology Training Center (WTTC) and wider Weapon Wounded (WW) programs in the Area of responsibility • Mapping and developing network of contacts with local media and facilitate media relations in close coordination with public com officer and Communication coordinator BEY • Generates content and contributes to the production of communication tools/materials (such as videos, web clips, feature stories and other material) related to ICRC activities in Tripoli area of responsibility (TRP AoR) • Maintains and develops a network of contacts with relevant interlocutors such as arm carriers, community leaders, media and university representatives and relevant members of the civil society, and keeps them regularly informed of relevant activities • Maintains database of interlocutors and ensures timely and accurate distribution of any ICRC public com information and/or other materials • Organises events to promote ICRC mandate and activities whenever appropriate III. Support to IHL promotion • Implements Operational communication objectives related to preventive action (basics of IHL) in coordination with the IPL department and Communication Coordinator • Delivers presentations on basics of IHL to relevant interlocutors as and when necessary IV. Analysis, monitoring and reporting • Contributes to the security and operational analysis of the social, political, cultural, economic, religious environment and humanitarian issues in TRP AoR • Monitors perception about ICRC programs (notably the WTTC) and ensures the proper implementation and overview of an environment scanning mechanism • Maintains specific reporting tools, contributes to general reporting for TRP AoR and the Communication department V. Training • Provides coaching to all key staff regarding the implementation of communication activities and ensures the production of guidance tools (such as Q&As, key messages docs, PPTs, etc.) • In close coordination ComCo, organizes and helps facilitate OPCOM workshops for field teams
