Competencies, Major Duties and Responsibilities Political and Organizational Awareness: Identifies and understands relationships, constraints and pressures affecting others, and especially refugees. Developing NGO Relations: Demonstrates the ability to build cooperative and mutually supportive relations with a range of NGOs to develop a partnership approach. Developing Public Awareness: Demonstrates the ability to develop and implement creative and innovative ideas, which raise the profile of the work and role of UNHCR with the general public. Mobilizing External Support: Demonstrates the ability to communicate accurate and up to date information, in a persuasive and assured fashion, to a range of individuals and groups, to mobilize them in support of URDA. Strengthening the Internal Departments of URDA: Demonstrates the skills of utilizing the relationships between URDA and INGOs to benefit from their experiences to strength the internal processes of URDA's Departments. Providing Public Information: Demonstrates the ability to identify and communicate a range of relevant information to individuals and groups in a professional and helpful manner. Working with the Media: Demonstrates the ability to develop positive relations with the media, which are based on trust and professional respect. Proposal Writing: Supporting Program Division in relation to preparing the project proposals to be submitted to UN Agencies and INGOs. External Reporting: Demonstrates the abilities to manage the reporting to UN Agencies and INGOs that are working with or have partnership with URDA. Leadership: Demonstrates the ability to carry out the organization’s vision to manage changes, to make sound and timely decisions and be accountable for them, and to lead, build and motivate the team to achieve planned results. Managing Performances: Demonstrates the ability to agree objectives and competencies with staff, which will support achievement of the office's plans, and to provide them with feedback on their performance. Developing a Plan of Activities: Demonstrates the ability to develop and gain agreement on a plan of activities based on the scope of work and responsibility. Information Management: Demonstrates the ability to draft and present information in an innovative and readable manner. Managing and Monitoring Public Information Budget: Demonstrates the ability to develop and monitor the annual External Relations/Public Information budget. Providing Support and Advice: Demonstrates the ability to provide informative and practical advice regarding External Relations/Public Information to a range of personnel in a helpful manner.   Qualifications (BA/BSc.) International Relations, Public Relations, Marketing, Political Science, Social Sciences, or other related fields Excellent writing / communication skills Minimum 2 years experience in public affairs with Governments, UN agencies, NGOs or national organizations Experience in promoting public awareness on humanitarian issues   Language skills: Excellent knowledge of Arabic and English Knowledge of other languages an asset   Managerial and Technical Skills Negotiating/diplomatic skills/protocol awareness Organizational skills Marketing analysis skills/cultural awareness in marketing Communication/inter-personal skills/team spirit Ability to reach through media sources (networking at national/international level) Supervisory responsibility Writing/drafting/editing skills Ability to work under pressure
