Senior Decentralization and Local Governance Specialist, Beirut, Lebanon Position Summary MSI is seeking candidates for the full-time/long-term position of Senior Decentralization and Local Governance Specialist to include on a proposal for a capacity-building program for Lebanese municipalities and unions of municipalities. In coordination with the Chief of Party the candidate will lead efforts to improve public service delivery at the local and regional level, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The overall goal of the project will be to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese- registered grassroots organizations, and businesses. The anticipated timeframe for the position is 3 years. **Please note: Only Lebanese citizens are eligible for this position.** Position Tasks and Responsibilities: Work under the direction of the Chief of Party to provide leadership and technical expertise in local governance areas and work closely with training organizations to ensure that training, coaching, and monitoring are conducted in a quality manner. Serve as the primary point of contact with municipalities/unions of municipalities and CSOs who are beneficiaries under the program. Provide direct management and oversight of implementing partners in the design, development and implementation of institution-building and capacity-building trainings and technical assistance. Provide technical assistance and support in the training of personnel of IPs in the methodology and facilitation of capacity assessments for municipalities. Engage local government leaders during training workshops and activities by facilitating their priorities and ideas for enhancing the quality of local governance and the participation of citizens. Promote dialogue among municipal governments to share lessons learned and experiences during Communities of Practice that will improve good governance practices. Prepare monthly progress reports and inputs into Quarterly Reports and success stories. Monitor and report on activity progress. Qualifications: Must have a Master’s or Ph.D. degree in a relevant area, such as public administration, organizational development or related fields. Must have significant experience (7+ years) in working with municipalities, as well as excellent and demonstrated knowledge of municipal and local government laws in Lebanon. Strong experience in providing technical assistance through participatory approaches highly desired. Must be fluent in oral and written Arabic and English; French proficiency is a plus.
