ROLE PURPOSE:
The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will support the MEAL Coordinator in implementing Save the Children Lebanon’s MEAL framework in their field site. Together with the MEAL Team based in the capital, the MEAL Officer will have a key role in establishing and promoting use of MEAL systems and processes in order to strengthen Save the Children capacity to:
- Measure and demonstrate strategic impact
- Be accountable to ourselves, children, donors and partners
- Ensure and increase the quality of our work
The MEAL Officer will specifically support programme staff in implementing MEAL systems and processes in program design, implementation and evaluation, paying particular attention to monitoring and evaluating programme quality, results and impact and systematically integrating accountability and learning in programme management cycle.
KEY RESPONSIBILITIES:
Support needs’ assessment exercises carried out by program teams (data collection methodology, training on data collection methodology and tools, quality control of data collection process, review of assessment statistics)
Development, quality control and consolidation of program Indicator Performance Tracking Table, output tracker and other reporting tools
In collaboration with MEAL Coordinator and MEAL TA, support review of data collection methodology and revision of existing tools or development of new tools
Support the development of data collection and analysis plans by program teams
Train program staff on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to
Quality control of data collection process through regular spot check visits
Review data collection statistics produced by data management teams
Support learning events, in particular documentation of lessons learned
Participate in internal evaluations
Support implementation external evaluations at field level
In collaboration with MEAL Coordinator, set up accountability systems and processes (complaints/feedback mechanisms, information-sharing, participation processes among others)
Manage complaints database at field level and ensure timely resolution of complaints
Train program staff on accountability principles, systems and processes
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct
Perform any other tasks as requested by the Line Manager
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential
Excellent verbal and written skills in Arabic and good written and spoken English
University degree or equivalent experience in international development, social sciences or similar
Experience and knowledge of monitoring, evaluation and needs/impact assessment methods
Experience in training and coaching
Skills in designing and implementing information management and performance measurement frameworks
Strong interpersonal and organisational skills, and ability to work under pressure
Proven analytical and problem solving skills
Detail-oriented
Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
Demonstrated understanding of emergency response activities
Commitment to and understanding of Save the Children’s aims, values and principles.
