Protection Research And Policy Officer

  KEY RESPONSIBILITIES:   Work with programme team to jointly compile, gather and analyse information from our programs to use for advocacy purposes, working as part of the team to ensure that Oxfam advocacy is based on program evidence Produce analysis and policy products as required, such as regular protection analysis reports, briefing papers on protection to promote Oxfam’s protection agenda, with local to national government, and with national civil society and humanitarian organisations. Identify how area-specific research and program evidence can be used for change on a local and national levels Participate in policy initiatives with external agencies, under the guidance and supervision of the Protection Coordinator and Policy Adviser In collaboration with relevant programme staff and management, develop working relations with key stakeholders across local authorities, central authorities and civil society to influence agenda setting and protection policy and practice Leads on developing and delivering Oxfam’s protection policy analysis, strategy and messages through close consultation and coordination with Protection programme teams and Policy Adviser Works with the protection programme staff to define common objectives and ensure the integration of advocacy into programme planning and implementation. Provides in-depth analysis of political and humanitarian context to inform the work of the Lebanon protection programme. Supports the protection officers with the capacity development on local advocacy for protection teams, partners and community structures  to conduct protection advocacy at the territorial and provincial levels. Ensure that all work addresses the challenges of gender justice.     SKILLS AND COMPETENCE: (E = essential, D = desirable)   Extensive knowledge of the Lebanon protection or human rights sector (E) Knowledge of policies, legal framework and programming on protection and human rights within Lebanon (E) Understanding of emerging trends and challenges in protection of civilians and refugees and potential solutions to the challenges within Lebanon (E)  Demonstrated experience of integrating gender in protection programmes and policy (D) Experience at working with communities and civil society organisations, especially in supporting their linking of on-the-ground issues to national-level change (E) Proven experience of protection work at a country, regional or global level (E) Proven experience of social research, including research design and methodologies, data collection and analysis (E) Proven experience of evidence-based policy work (E) Ability to work with civil society and policy makers (E) Proven ability to communicate easily and readily verbally and in written form, fast delivery of a substantial workload with completed, specific planned deliverables, and to write policy documents, grant proposals, etc. (E) Experience in data analysis and use of data collection and analysis software (E) Team player, self-motivated, ability to work with little supervision. (E) Ability to travel outside Beirut with possibility of overnight stays in field offices (E) Arabic speaker (E)
