Quality Control Officers

Project Summary:   MSI is a key partner in the Improved Basic Education Services Project (IBESP), led by World Learning. IBESP launched in September 2014 will run through July 2018 and combines crisis response and development to expand equitable access to education and improve learning outcomes for children. MSI’s role is in four areas: 1) collecting and analyzing data on children’s reading levels by implementing early reading assessments; 2) conducting surveys on teacher’s knowledge of reading instruction; 3) designing and implementing an early warning system for children at risk of not learning to read; and 4) holding policy workshops based on the findings of the reading assessments and the reading instruction surveys. MSI will conduct a pilot of early grade reading assessment tools for the Improved Basic Education Services Project in Lebanon in May 2015. The pilot will be conducted in 20 schools throughout Lebanon and will target students in grades one to three.   Position Summary:  MSI will contract two Quality Control Officers to oversee and ensure the quality of the data collection during this pilot. Prior to data collection, the Quality Control Officers will provide ongoing support to coordinate data collection plans. During data collection, the Quality Control Officers will largely be responsible for overseeing the implementation of tools and management of activities by locally subcontracted Enumerators and Field Supervisors. They will be responsible for ensuring the standardized administration of the Early Grade Reading Assessment (EGRA) tools and survey instruments throughout Lebanon. This will include the organization of the assessment materials, the security of the materials, the tracking of the Enumerators in the field, the liaison with school personnel, and the submission of the materials to MSI at the end of the fieldwork. The Quality Control Officers will also lead briefing sessions with MSI and subcontractor technical staff, and they will be responsible for providing and implementing recommendations for improvements in field data collection activities. The two Quality Control Officers are expected to be contracted for approximately 28 days each (from April 14 to May 22, 2015). The Quality Control Officers will be required to travel to Beirut for preparatory workshops and throughout Lebanon for data collection.  Responsibilities: Participate in the tools development workshop. Participate in and provide assistance for training sessions in Beirut on the standardized administration of EGRA tools and surveys. Oversee and organize the data collection. Ensure compliance with standardized procedures and protocols for the administration of the EGRA tool and the surveys.  Oversee and ensure the performance and management quality of local subcontractors. Serve as the contacts and point persons for MSI’s technical staff in the field. Collect information related to the field activities. Prepare regular report updates. Make recommendations on improving the assessment activities.
