Project Manager – Wash (Water, Sanitation And Hygiene)

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1945, it is now a confederation composed of 14 members. In 2013, CARE worked in 87 countries around the world, supporting development and humanitarian aid projects to reach more than 97 million people. CARE has developed a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled their homes. CARE International in Lebanon was first established in Lebanon during the 2006 war and resumed its activity in April 2013 to response to the Syrian Crisis and influx of refugees as well as to support the affected local communities. Today CARE works in WASH and basic assistance in the Bekaa, North and Mount Lebanon Governorates. The WASH Project Manager (PM) position entails frequent deployments to Tripoli, Chouf and Saida areas, with occasional movements to additional areas according to the evolving needs.   The PM will ensure the smooth and timely implementation of CARE’s WASH projects as per national standard operational procedures, donor agreement and CARE guidelines. The WASH projects are made up of three main components: Rehabilitation of public water supplies; WASH rehabilitations at the household level; and hygiene promotion at the household and communal levels.   Main responsibilities  1.      Project implementation Ensure project cycle management as detailed below: Ensure the overall project implementation as per national standards, donor agreement and CARE guidelines and agreed implementation strategy. Collaborate with the WASH Coordinator and with the Area Manager in the development of the project implementation strategy/methodology, and ensure project implementation is carried out accordingly. Develop, update and follow up a detailed workplan, in line with donor agreement and in agreement with the CARE Lebanon Country Office. Manage transparently end effectively the contractors and/or consultants CARE hires to design/execute rehabilitation works. Make sure rehabilitation works are carried out in accordance with agreed drawings, BoQs and specifications, and promptly address any discrepancies according to established procedures.     Ensure budget forecast and follow up in collaboration with the finance department, according to CARE procedures. Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures. Lead the identification of beneficiaries (both households and public infrastructure) in the targeted areas and ensure the high quality of the data collected during the assessments implemented by the project team.   Enhance referrals pathways and ensure communities’ knowledge about the project in close collaboration with the Area Manager. In support to the Monitoring and Evaluation Manager, and in collaboration with the WASH Coordinator, ensure the project is effectively monitored through regular data collection and analysis of key indicators, and ensure that processes and results are properly documented.   Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy. Ensure that Municipalities and Water Establishments are fully on board in the selection and planning of public infrastructure rehabilitation, that they are consistently kept up-to-date on implementation, and that completed works are handed over to them according to the established procedures.  Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities. Ensure the confidentiality of beneficiaries’ data as per established guidelines.  2.      Project Team Management Line Manage the project team (4 to 8 WASH officers and assistants in Tripoli and in Chouf/Saida areas). Build capacities of project team – especially of new recruits. Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.   Identify learning and training opportunities for project team. 3.      Representation and Coordination In close collaboration with the Area Manager and with the WASH Coordinator, ensure CARE representation in the relevant technical coordination meetings at field level.   In close collaboration with the Area Manager, ensure CARE’s representation in all relevant forums at the field level and vis-à-vis relevant actors as relevant to the project (municipalities, Water establishments, UN agencies, INGOs, local NGOs, community focal points, etc.). Support the Area Manager in the organisation of field visits by donors, peer agencies, CARE Members, Media etc. 4.      Reporting & Information sharing Draft all narrative and quantitative reports as per CARE internal requirements and donor requirements. Ensure internal communication and information sharing on project with relevant staff (WASH Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.) Any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.   Qualification & Experience: Bachelor or Master degree in Civil engineering, Environmental engineering, Environmental management or similar.  At least two years of experience in WASH project management (Water, Sanitation and Hygiene) or similar positions. Good knowledge of water and wastewater national standards and common practices in Lebanon. Experience in team management. Good understanding of project cycle management. Good understanding of the humanitarian principles and mandate. Familiarity with the Lebanese humanitarian context and the Syrian crisis. Familiarity with MS Office software. Human qualities Integrity Adaptability and flexibility Good Manager and team player Willingness to work in an international environment Ability to work under pressure Ability to manage sensitive case and confidential information Demonstrate fairness and impartiality Desirable Working knowledge of engineering design software (e.g. AutoCAD, WaterCAD, EPANET). Demonstrable experience in WASH in international NGOs in Lebanon.   Previous experience in managing grants from institutional donors. Knowledge of the areas of intervention (mainly Tripoli, but also Chouf and Saida). Familiarity with the humanitarian coordination system in Lebanon in the framework of the Syrian crisis.
