SIF Lebanon is recruiting a full-time Local Civil Engineer to be involved in the implementation of a project in support to Syrian Refugees.
The project’s plan includes shelter repairs and assessments.
Specific duties:
1) The Local Engineer collaborates in line management with SIF Project Manager in the implementation of the projects in terms of:
Collecting all the needed data and/or information related to the projects;
Performing detailed needs assessment of shelter needs, winterization and water and sanitation situation in the selected area, identifying beneficiaries and recommending appropriate interventions (e.g. WASH facilities refurbishment; distribution of NFIs; etc…) to improve their living conditions;
Finalizing all the needed agreements among the concerned actors (e.g. SIF, beneficiaries and tenants and/or any other potential stakeholder involved during the implementation of the projects);
Procurement activities (including preparation of technical specifications and Bill of Quantities for supply and works contracts);
Performing timely supervision visits to all project sites under construction to ensure that works are done according to the design and mistakes are promptly corrected and a report made to SIF project manager.
2) The Local Engineer has to be the key field staff in charge of:
Organisation and monitoring of some activities in the building sites, including detailed needs assessment;
Creating a database to locate the beneficiary households and the exact needs for the most vulnerable;
Checking of each material that have to be utilized for the implementation of the works before their installation in order to ensure the following up of the technical specifications of the works provided by SIF and to strictly follow the SIF project manager advices;
Preparing weekly progress reports (e.g. measurements of the performed works);
3) The Local Engineer is involved in the co-ordination with all actors related to the implementation of the project;
4) The Local Engineer is responsible for documentation of all conducted activities;
5) The Local Project Coordinator is responsible to follow all the instructions and the pre-established guidelines to perform the functions of the job;
6) Other duties as may be assigned by the HOM/Project Manager and agreed upon.
Qualifications and skills:
University degree in civil engineering
At least 3 years of Works sites experience and WASH
Excellent computer skills
Excellent knowledge of English and Arabic languages, both oral and written
Valid Driving License and ability to drive
Previous experience in working with national/international NGOs is an advantage
