MAIN RESPONSIBILITIES
In accordance with established Agency policy and procedures, the incumbent will supervises the KFW (German Government owned organization) Project in Lebanon Field. In specific, the incumbent will:
(A) Prepare and closely monitor plans for the implementation of the KFW project intervention within the agreed timelines with donors;
(B) Conduct KFW project needs assessments throughout the Field and establishes priority list with cost estimates in close coordination with Asst/FICIP & FSE;
(C) Manage the funds received for installed systems interventions in close coordination with C/FICIP. Prepare and maintain cost and expenditure records and forecasts;
(D) Prepare designs for related activities needed for the different activities including bills of quantities, tender documents and cost estimates;
(E) Manage the day-to-day activities of project items including successful implementation on time, within budget, to the quality approved, and with the envisaged high community participation component;
(F) Overall looks for the implementation of project components in the Field and directs activities in the proper way;
(G) Monitors the work of the supervision staff and offer advice when needed, with reporting back about their performance on bi-weekly basis including meetings, expenditure, material usage, etc..
(H) Attend meetings related to KFW project with contractor and prepares, for final endorsement by C/FICIP, minutes of meetings, extension of time (if any), variation orders (if any), measurements, interim payments, final payments, handing over and taking over, etc… wherever needed.
(I) Prepare specifications and lists of requirements for supplies and equipment, and ensures timely delivery of goods and supplies related to items to be procured;
(J) Coordinate and follow up on actions with UNRWA LFO Departments, Area officers, community, community representatives, water committees, concerned Lebanese Authorities. UN Agencies , NGOs, and other stakeholders on matters pertinent to any related issue for good operation of KFW project;
(K) Prepare progress and final reports including financial status;
(L) Coordinate with Asst/FICIP on needed interventions, including cash subsidies, and handover completed works to Asst/FICIP;
(M) Performing such other duties as may be assigned and at whatever area when needed;
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
A university degree in Civil Engineering.
(B) Experience
i) Five years of progressively responsible professional work experience at national levels in construction, at least two years of which have been in a supervisory post; experience in infrastructure is preferred;
ii) Project management experience and knowledge;
iii) Two years of program management, monitoring and evaluation or in related fields;
iv) Preferred experience in community-driven participatory planning;
v) Proven experience in report writing;
vi) Possession of a valid driving license.
(C) Language
Excellent command of written and spoken English and Arabic.
(D) Skills and Competencies
i) Knowledge of participatory planning methodologies;
ii) Project management skills, particularly skills in contract administration, risk management, people management and communications management;
iii) Advanced computer skills;
iv) Data analysis skills;
v) Report writing skills,
vi) Budget management and cost control;
vii) Administration skills;
viii) Earned value analysis skills.
CONDITIONS OF SERVICE
Salary: As per relevant salary scale.
Contract Duration: Eight months.
Working Schedule: from Monday through Saturday.

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.
Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions.
