Conflict Sensitivity Advisor - National

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering   Background on Oxfam Novib and Oxfam in Lebanon Oxfam's work in Lebanon is currently comprised of long-term partnerships and the more recent Syria crisis response. We seek to integrate these components into a ‘one program approach’ to alleviate the impacts of the Syria crisis on people throughout Lebanon while furthering our engagement with underlying inequalities in the Lebanese context.  Understanding – and ensuring our teams and partners are understanding – local conflict dynamics and vulnerabilities are crucial to this. This post will be responsible for taking forward this aspect in the implementation of a single country program (currently under development) with strong synergy between the different elements, which currently consists of public health; economic development, protection and policy work.     Job Purpose To work with the Oxfam Lebanon team and Oxfam’s partners to improve conflict sensitivity (CS) and application of Do No Harm (DNH) principles within existing programming in support of acceptance, relevance and safe programming in the immediate term. In the longer term, to support institutionalizing CS/DNH through support of the Oxfam Country Strategy development, subsequent operational planning and proposals for funding to ensure CS/DNH is an integral component of Oxfam’s approach to programming in Lebanon.   To advise and support the broader Oxfam confederation to review, vet and develop procedures on CS/DNH, and contribute to establishing a center of expertise within Oxfam on CS/DNH. REPORTING LINES: Post holder reports to: Oxfam Novib’s Program Manager Right to Life and Security with day to day management by the Head of Programmes Staff reporting to this post: None  KEY RESPONSIBILITIES: Programme quality and implementation Assess the state of CS/DNH of the Oxfam in Lebanon program; Revise and/or establish procedures at country office level to ensure programs and the country office’s ways of working are CS/DNH. Strategic analysis and operational planning Develop and maintain a shared conflict analysis of Lebanon to be used in the Oxfam program in collaboration with partners and staff, particularly with protection, policy and security team staff; Vet and include as appropriate CS/DNH into future program design and the monitoring hereof. Capacity building Training of trainers for staff on DNH; Conflict analysis training for staff and partners; Advise Lebanon country office staff, including senior leadership, on CS/DNH; Contribution to policy guidance and institutional expertise Work with Oxfam staff to review/vet/develop procedures on CS/DNH for Oxfam affiliates and the confederation; Contribute to establishing a center of expertise within Oxfam on CS/DNH; Raise awareness of CS/DNH among staff in Oxfam

Required:
- Relevant Masters degree, preferably in conflict studies, international relations, political science, development studies or humanitarian affairs.
- Can demonstrate a minimum of 5 years relevant working experience in similar positions and countries affected by conflict.
- Experience working in the Middle East, preferably in Lebanon and solid knowledge about the context.
- Technical expertise in and practical working experience with CS/DNH. Have experience and good understanding of monitoring, evaluation and learning (MEL) incl. peace and conflict impact assessment (PCIA).
- Strong experience and good understanding of facilitating learning incl. experience in designing and delivering trainings as well as knowledge management.
- Experience in mainstreaming cross-cutting issues into organizations, change management and/or organizational development.
- Knowledge of humanitarian principles especially protection, including the SPHERE principles.
- Good understanding of a one program approach and proven experience in designing programs (short and longer term).
- Good understanding of the rights-based approach, show commitment to gender justice, and have a good understanding of the role of local/national civil society in development.
- Excellent analytical skills and demonstrable ability to think strategically, innovatively and practically.
- Good communication skills, including inter cultural, and very good spoken and written command of English, French, and Arabic.
- Must be Lebanese or have right to work in Lebanon.
