Program Coordinator - Yemen

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. International Medical Corps has been present in Yemen for three years and has expanded rapidly, operating in Lahj, Sana’a and Taiz governorates. The integrated program portfolio ranges from nutrition, health and WASH. The nutrition program provides comprehensive acute malnutrition activities, complemented by community-based developmental nutrition projects related to growth monitoring, micronutrients, governance, capacity building and advocacy. Health programming is focused on primary care and reproductive health. Additionally, International Medical Corps implements large scale community-based WASH programing, complemented by health facility rehabilitation. The International Medical Corps Yemen country program is a dynamic and expanding organization with a strong team that is looking to add motivated team members who are willing to work and grow in a challenging environment. ESSENTIAL RESPONSIBILITIES 1. Program Management • Work closely with the country director, senior management and field teams to determine the operational needs of the program within the scope of the grants • Supervise and manage a team of technical specialists and propose alternative strategies of program implementation • Develop program budgets, manage budget allocations across field sites, and maintain appropriate and timely spending of program portfolio • Write proposals, concepts notes, and actively seek new opportunities for growth • Compile monthly and quarterly reports, ensuring statistics are correct and on time • Work with the health teams to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the country programs as well as trends in mortality and morbidity • Conduct assessments and contribute to production of proposals for new projects • Work with field teams and logistics to procure program supplies within program budgets • Regularly update country office on progression of programs as per protocol • Compile program and donor reports and assists with development of future programs as needed • Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts • Maintain flexibility to take on added responsibility as and when needed 2. Organizational Development • Initiate and lead coordination meetings with Logistics, Finance and Security teams to ensure smooth working relations and develop systems for effective program implementation • Assist with the development and institutionalization of program procurement systems, knowledge and information management, monitoring and evaluation, and stakeholder coordination •Foster a collaborative, analytical and accountable work culture by organizing team workshops, training opportunities and retreats for capacity building and team-building 3. Representation • Attend coordination meetings which are relevant to country programs • Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate • Ensure maximum visibility of the agency amongst the NGO community • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors 4. Human Resources Management • Lead on the recruitment, selection, training, and retention of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Country Director and Finance Director • Supervise staff to ensure their smooth and effective operations • Ensure compliance to local labor laws including working hours • Maintain open lines of communications with all field staff 5. Training/ Capacity Building • Determine training needs for subordinate staff • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for expat and national staff 6. Working Relationships • Maintain frequent communication with Country Director and senior management team to ensure program activities and objectives are communicated • Attend coordination meetings which are relevant to country activities • Interface with national government and relevant agencies as necessary 7. Security • Collaborate with security officer/CD in order to maintain security of all program staff in the field • Ensures application and compliance of security protocols and policies 8. Prevention of Sexual Exploitation and Abuse • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps. • Actively promote humanitarian principles and accountability with International Medical Corps and amongst beneficiaries served by International Medical Corps Requirements • At least five years of experience in program design and evaluation, of which at least two-three years in developing countries or resource deprived environments • Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UNHCR, and other NGOs • Creative and able to work with limited resources • Team player and strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint • Must have excellent communications skills, both oral and written • Must have excellent self-motivation skills • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people • Ability to exercise sound judgment and make decisions independently • Extremely flexible, and have the ability to cope with stressful situations and frustrations • Ability to relate to and motivate staff effectively • Creativity and the ability to work with limited resources • Excellent decision making skills • Must work independently under difficult conditions • Must be able to take on non medical responsibilities from time to time to cover for other team members • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods) • Proven capabilities in leadership required • Strong negotiation, interpersonal and organization skills LANGUAGES • Ability to speak Arabic a plus • Ability to read, write, analyze and interpret, technical and non-technical in the English language. • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players CONDITIONS • Accommodation, food and transportation provided by the organization • Medical Evacuation service and competitive benefits provided by the organization • Further information regarding security and situation on the field available during the interview process • While performing duties of the job, the employee frequently works in precarious and remote places.
