JOB SUMMARY Directly manages and is responsible for the Taiz field office. Direct supervision of all field site staff in collaboration with Finance Director, Program Coordinator, Security Manager, and other relevant technical colleagues.  ESSENTIAL DUTIES AND RESPONSABILITIES:  Oversee program operations in Taiz Maintain the International Medical Corps field office ensuring that all departments are well established (HR, Finance, IT, Communications, Programmes, logistics) and functioning Set up and maintain warehouse space  Ensure adherence to International Medical Corps housing policy  Management of human resource functions in Taiz including recruitment, day-to-day management of staff and implementation of HR policies and procedures. Ensure that the operations logistics and administration in line with the IMC’s policies and procedures. Oversight and day to day management of all financial operations in coordination with the Finance Director. Management of all facilities and equipment in the office to ensure that they are maintained in line with policies and are appropriate for both the work environment and as living accommodation. Provide guidance to programme team in Taiz in coordination with the onsite Health and Nutrition Programme Manager. Contribute to advocacy efforts at all levels within the Country Office. Staff Management, Mentorship, and Development Supervises a team of staff including administration, programme, finance, logistics, human resource and security coordinators and their respective teams. Responsible for managing issues related to staff development, placement, recruitment, retention and well-being across programs and departments Defines each staff member’s performance objectives, provide leadership and technical support as needed, and evaluates direct reports regularly. Programme Funding With the team, identify funding opportunities and contribute to the design of new programme concepts and support of International Medical Corps programme development team Reporting Facilitates and assures accurate and well-documented reporting internally within International Medical Corps and to donors Assures that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations Assures that a Situation report will be sent to the Country Director on weekly basis.  Security Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations Draw on the experience and knowledge of the Country Security Manager to ensure the effective implementation of IMC security protocols and procedures. Collaboration, Representation and Outreach Establish, maintain, and improve active and regular working relationships with the Ministry of Health, donor bodies, UN agencies, other NGOs and local authorities in Taiz. Ensure effective coordination of all programs operating out of Taiz office, ensuring communication and integration as appropriate Ensure effective representation and coordination with government authorities, NGO partners and donors Responsible for researching and recording humanitarian and local authority activities, by sector and by region – to identify program gaps and to strengthen coordination of activities and general relationships with other organizations. SKILLS & REQUIREMENTS: Over three years of professional experience in aid work in emergency / insecure environments Experience in project management  Familiarity with relevant stakeholders, especially international organizations (EU, UN) Good understanding of financial management and strategic planning Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity) Full computer literacy and adequate administrative skills Fluency in written and spoken English (Arabic Desirable, but not essential)
