Field Site Coordinator - Turkey

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. PROGRAM BACKGROUND International Medical Corps initiated programming in southern Turkey in response to refugee influx. The Turkey Emergency Response Team facilitates humanitarian activities for Syrians affected by conflict. The four year conflict Syria resulted in a steady increase of Syrian refugees fleeing to Turkey, Lebanon, Jordan and Iraq. To date, more than 1.7 million refugees reside in Turkey. Turkey has established camps and generously hosted Syrian refugees since the start of the crisis in 2011. 12 million Syrians remain in need of humanitarian assistance within Syria. The Field Site Coordinator will support a diverse set of programmatic activities related to trauma care, primary health care, mental health and psychosocial services, protection, water and sanitation, and post operative rehabilitation. The Field Site Coordinator acts as an area coordinator tailoring responses to the evolving needs of program sites for the entire eastern area from the historic city of Sanliurfa. The Field Site Coordinator is a key liaison for humanitarian actors in the area and is responsible for leading program teams as well as the support functions of logistics, finance, administration  JOB SUMMARY The Field Site Coordinator position is a program development and management position with supervisory and managerial responsibilities. The Field Site Coordinator supervises expatriate and national staff as well as sub offices in the area and more than 15 different program sites. ESSENTIAL DUTIES AND RESPONSABILITIES: Internal and External Coordination Promote positive leadership within the office through regular and efficient internal coordination meetings. In the spirit of transparency, promote IMC work to and liaise with relevant external stakeholders, local leaders and government officials. Represent IMC to UN bodies in or visiting the area of responsibility. Build collaborative partnerships with NGO partners, sub-grantees, and other stakeholders. Coordinate activities with implementing agencies in the area to avoid duplication and to address gaps in service. Collaborate on referral pathways, service maps, and other networks that may assist clients to access services. Overall, generate a positive image of IMC and its personnel in the area of responsibility.  Program Management Monitor programming in collaboration with heads of technical departments to assure timely and efficient implementation in accordance with humanitarian principles, IMC rules and regulations and donor requirements. Assist teams in the development and execution of work plans. Regularly review implementation against expenditure and propose solutions to trends in over or under spending. Ensure monitoring and evaluation systems are in place for effective program reporting, including end-user monitoring where appropriate, for use in coordination with program staff. Ensure availability of up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders. Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impact. Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate. Work with staff to produce timely and high quality data and reports. Assure reports contribute to effective management of the program and meet donor quality standards as well as compliance regulations. Continue to assess areas of responsibility as the context frequently changes. Apply best practices (SPHERE, IASC, etc) to all aspects of program implementation. Funding In collaboration with grants and management personnel, identify funding opportunities and contribute to the design of new program concepts. Draft concept notes, working budgets, assessment reports, and results framework. Assist in the development of full proposals to major international donors as well as foundations. Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed. Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country wide strategy development. Develop and organize activities to secure resources for programs and convince stakeholders to provide support. Support functions Create and sustain a work environment of mutual respect where team members strive to achieve excellence. Oversee all financial, logistic and administrative actions of the office and program sites in the area. Maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and IMC policies and procedures. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews. Hire, orient and supervise new team members as necessary. Promote shared understanding of IMC rules and regulations through on going training for staff. Develop staff capacity according to didactic and on the job training plans. Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes. Security Ensure staff are aware of and are able to follow standard operation procedures. Implement security rules and regulations. Assist in the revision of security plans. Understand and monitor changes in the surroundings and alert security managers to changes. Develop good contacts to cross check contextual changes. Requirements Must be a self-starter capable of leadership in an unpredictable setting. Demonstrated experience managing a large and diverse portfolio as well as a range of staff and with strong emphasis on developing their capacities. Demonstrated ability to work respectfully and constructively with local partners, including community committees and host governments. Commitment to the principles of participatory team management and participatory, community-oriented development. Effective verbal and written communication, multi-tasking, organizational skills. Familiarity with major donors including UN, USAID/OFDA, DfID, ECHO, BPRM. Ability to work in unstable and multi cultural environments. Full capacity in the Microsoft office suite required. Fluency in written and spoken English (Arabic a plus).
