Cross Cutting Team And Ppp Specialist

BACKGROUND The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI).  LIVCD Project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports.  OBJECTIVES The Cross-cutting, PPP, and Grants Specialist will work with technical staff to ensure the implementation of cross-cutting activities as detailed in the work plan. She will collaborate with LIVCD staff to assist in the design, development, and implementation of small grants and co-investment fund opportunities.  In addition, she will work closely with the monitoring and evaluation team to ensure the selected value chains and grants contribute to LIVCD program objectives.   SPECIFIC TASKS •     Contribute to developing the overall LIVCD work plan ensuring integration of cross-cutting themes across the project. Develop, with potential grantees, technical proposals that form the basis of a grant agreement and ensure that the proposal is linked directly to the PMP.   Work closely with Value Chain Leaders to manage grant proposal receipt, and facilitate selected proposal submission process. •     Assist in developing project indicators and track and evaluate impact of cross-cutting activities including environmental compliance, gender, and youth in the baseline assessment and PMP.  •     Assist in developing public-private partnerships (PPPs) in collaboration with the Deputy Chief of Party.  PPPs will utilize the co-investment fund to assist private companies to upgrade value chains and leverage private investment. •     In cooperation with the NGO Capacity Development Specialist, identify strategic LIVCD partners including NGOs, private companies, cooperatives, and other organizations that may qualify for grants or co-investment funding.  •     Develop, with potential grantees, technical proposals that form the basis of a grant agreement and ensure that the proposal is linked directly to the PMP.   •     Review and evaluate grant applications for efficacy of project objectives and to ensure gender and youth are included to the extent practical. •     Prepare all required reports for submission to USAID, including monthly, quarterly, and ad hoc requests and create success stories based on successful interventions. •     Assist in Monitoring and Evaluation of beneficiaries and help compile success stories.   REQUIRED QUALIFICATIONS •     Excellent English writing and editing skills •     Demonstrated ability to work in team setting •     Ability to manage competing requests and prioritize tasks •     Attention to detail •     A university education with the equivalent of a B.A. or B.S. •     Five to seven years of progressively responsible experience in the professional, technical, or administrative management area •     Level 4 English ability (fluent)   SUPERVISION The Cross Cutting Team and PPP Specialist will work under the direction of either the Deputy Chief of Party of Chief of Party based on candidate qualifications.
