1. Role and responsibilities
The following is a brief description of the role.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
Develop, coordinate and manage the Bekaa Lebanon WASH and Shelter project in Informal Tented Settlements (ITS), in line with proposals, strategies and donor requirements.
Manage, train and develop the Bekaa Lebanon ITS WASH & Shelter team
Ensure high technical quality and transparent processes
Adherence to WASH tools and handbooks and other NRC policies
Represent WASH and Shelter in internal and external forums in Bekaa Lebanon
Responsible for project documentation
Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
Transparent and cost efficient procurement of goods
Promote the rights of Refugees and explore and asses new and better ways to assist
Implement project specific protection priorities
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Capacity building of a young WASH & Shelter ITS team (officers and assistants) and capacitate a national counter-part
Coordinate with Logistics department on the relevant supply chain processes.
Coordinate emergency responses in ITSs.
Monitor new refugees settlements on a regular basis and coordinate with other NGOs, UNHCR and UNICEF to make sure gaps are being addressed
Design WASH and Shelter technical solutions for Informal settlements, taking into account people with special needs, vulnerabilities and coping mechanisms.
Focus on Community empowerment and sustainability
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
CCB : Camp management will be setup in NRC WASH Informal Settlements interventions where possible
ICLA: refer cases in need of ICLA support and coordinate on service mapping.
2. Competencies

These are skills, knowledge and experience that are important for effective performance.
Academic Qualifications:
Master/ Bachelor degree or equivalent in Civil, Hydraulic, Environment or Public Health Engineering
Degree in management or social work is a plus
Generic professional competencies:
• Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
• Experience from working in complex and volatile contexts
• Senior technical WASH expertise
Relevant Shelter Expertise
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal
• Valid driver’s license
Context/ Specific skills, knowledge and experience:
Knowledge of the context of Refugees informal settlements
Knowledge of Arabic, written and verbal
Experience with start-up of projects
Strong capacity building knowledge
