Senior Field Officer (Surveillance And Assessment)

General objective   Under the supervision of the AME Manager, the Surveillance and Assessment Senior Field Officer will implement activities on the field in order to identify the needs in the area of intervention. He/she will supervise and carry out the multi-sectorial needs assessments and mapping of the actors to alert where an intervention is necessary.   The S&A Senior Field Officer will work under the supervision of the AME Manager based in Saida base.   The S&A Senior Field Officer position’s main objectives are to properly achieve the following global tasks:   -  Provide a clear picture of the needs in the area according to the evolution of context (trends) -  Identify gaps and create alerts for interventions, based on accurate and qualitative data collected on the field -  Gather information and produce reports to feed project proposal with a clear picture of the needs in the area   Responsibilities and tasks   -  Assessments: He/She will supervise and carry out the multi-sectorial needs assessments and mapping of the area (CS/IS, other actors’ interventions) -  Logistics and Administration: He/She will express and anticipate logistics and administrative needs related to S&A activities he or she is implementing -  Safety and Security: He/She will assist in following safety and security rules on base and will transmit all safety and security information to his/her manager   Specific objectives and linked activities   Identification of gaps for potential interventions -  Carry out multi-sectorial needs assessments in the areas defined with the AME Manager -  Participation in the design of new forms according to specific needs -  Ensuring quality and accuracy of data collected on the field and the serious follow-up of available guidelines -  Support the development of proposals and reports by collecting and analysing quality and accurate data and by properly filing, reporting and documenting its work -  Mapping of Informal Settlements/Collective Shelters (IS/CS) in the area as well as other actors' mapping (update of tools) -  Create alerts when assistance is needed (gap of intervention and no coverage of vulnerable populations’ needs) Capitalization/Institutional Knowledge Building -  Participate in training sessions and workshops as needed -  Communicate and report the analysis of the situation and challenges encountered, including possible referral to be done internally and externally   Communication & Follow-up -  Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information -  In coordination with the AME Manager, ensure good communication with the IM department (to feed the database with updates), security manager (to take into account the security context in the analysis of the situation and its impact on the field) and implementation team (to share relevant information gathered on the field and have a complete understanding of the activities implemented, to identify new areas where they could be relevant) -  Ensure identification, training and liaison with communities' focal points (host and refugees) Monitoring & Guidance -  Monitor the works on a daily basis and provide mentoring and guidance to all Field Officers -  Follow up on secondary data and analysis   Internal and external reporting -  To provide internal reporting on activities according to PU-AMI internal tools according to guidance given by the AME Manager; -  To prepare internal/external assessments and surveillance reports according to guidance given by the AME Manager, mainly on the evolution of the humanitarian context and its impact in the South; -  To report immediately on achievements or difficulties faced by the S&A Field Officers; -  Collect all information and written/oral reports on the progress of S&A activities on a daily and weekly basis. Financial and Logistics Management -  Follow up the financial aspects of the AME activities (if needed) -  Manage the cash forecast in link with the AME activities (if needed). Anticipate the logistics needs in order to carry out the team’s activities. -  To comply with administrative and logistic internal procedures.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements   Language skills: Fluent in Arabic and English (speaking/reading/writing) Education degree: Baccalaureate is a minimum requirement. A university degree in social science or any other relevant field is a plus Work experience: At least 1 year experience working for an NGO in an implementation team – 1 year experience in humanitarian project evaluation Knowledge & skills: Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) Other: -          Good knowledge of statistics and data analysis -          Good understanding of the context (in Lebanon in particular and of the Syrian crisis in general) -          Good knowledge of the area (Saida & Jezzine districts, South in general) -          Good knowledge of humanitarian actors and donors -          Excellent communication skills with beneficiaries -          Valid driving licence (2 years minimum)   Assets Interest: -       Strong motivation to help people in need -       Understanding of the political situation in the area -       Good knowledge and use of social media Transversal skills: -       Well organized and attention to details -       Conflict resolution and diplomacy experience -       Ability to analyse and suggest improvement -       Ability to take initiative to deal with difficulties encountered in daily work -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure -       Ability to work within a team
