SSCL Mission Statement: To enhance the safety and security of international and localorganizations operating in the humanitarian, development and civil society sector in Lebanon byfostering awareness and analysis, risk management, information sharing, coordination and bestpractice.The Values of SSCL: P.I.E. – Predictive, Innovative, Enabling.SSCL GIS ConsultancySince October 2013, SSCL has maintained a database of incidents affecting humanitarian anddevelopment actors in Lebanon. The database is currently maintained in Excel, and capturesthe approximate GIS information for each incident. The GIS consultancy is to:(1) check each GIS record in the database for accuracy;(2) update any inaccurate records;(3) develop future recommendations for systematizing SSCL’s documentation of accurate GISinformation; and(4) develop future recommendations for the growth and maintenance of SSCL’s database, aswell as mapping and infographic capabilities (including software recommendations).Key Deliverables1. Complete verification of location descriptions and GPS coordinates for all incidents inthe current SSCL database.2. After-action report containing the following:a. Record of all changes made to the database.b. Record of all descriptions and coordinates that cannot be accurately assesseddue to incomplete information.c. Analysis of recurrent issues/problems identified during the verification phase.3. A report detailing future options (software, hardware or human-based informationmanagement solutions, including a market-based estimate of budget and timelinesrequired for each) for the following:a. collecting and storing GIS information for the purpose of analysis;b. improving the SSCL database (in terms of security, sustainability, ease of use,mobility, etc);c. developing a private external interface for the database.4. Presentation of results and conclusions (1 hour) to SSCL SMT and Information & AnalysisUnit.Conduct of the Consultancy The consultancy can be undertaken by an individual or a team, but in the event ofadditional consultants all must beo Approved by the SSCL Directoro Sign the SSCL Confidentiality Agreement The consultancy must complete deliverables 1 and 2 by 31 March 2015. The consultant/s will report to the SSCL Director through the Operations Manager. The consultant(s) will work closely with the Humanitarian and Development Risk Analyst(HDRA) and Information and Security Coordinator. Consultant days are billable from $300-500 per day depending on the qualification andproficiency of consultant/team. Preference will be given to applicants who can deliverthe highest quality work in the shortest period of time. Additional reasonable expensescan be approved upon request. A ¼ of the consultancy fee will provided up-front, ½ on approved completion ofdeliverables 1-2 and the remaining ¼ on approved completion of deliverable 3 – 4. The consultant/s is responsible for travel to and work authorization in Lebanon. The consultant/s must declare any potential conflict of interest prior to commencementof the consultancy.RequirementsLicensing The consultant/s must provide proof of license/registration with the relevant LebaneseAuthorities if the consultant/s intend/s to use any software which requires suchpermissions.Education Lead consultant must either have a minimum of a Bachelor’s Degree in ComputerScience, Engineering, MIS or related field; or, a minimum of a Bachelor’s Degree inanother field, plus a minimum 5 years relevant work experience in Computer andInformation Sciences or Computer Engineering.Experience 3-4 years of experience in a position of database administrator, IT/GIS officer Previous experience on similar projects highly desirable. Previous work with UN, INGO, international organizations’ and/or donor informationmanagement systems highly desirable.Skills Required Data management expertise, including experience with GIS mapping; Excellent level of computer literacy, including database applications; Ability to extract, interpret, analyze and format data and resolve operational problem,ability to work with minimum of supervision; Excellent knowledge of Lebanese geography; Excellent ability to interpret and anticipate various English-language transliterations ofArabic-language place names; Excellent numerical, report writing, and administration skills, problem solving ability; Capacity to work under pressure and manage personal stress levels; Able to prioritize clearly and oversee multiple tasks; Able to work under pressure and good at timely decision making; Able to handle confidential, sensitive and controversial information with discretion andprofessionalism; Excellent professional English written, spoken and presentation communication skills; Arabic and is highly desirable; Embraces culturally diversity and highly tolerant.
