Funding Officer

  KEY RESPONSIBILITIES:   Management of restricted funds Lead responsibility for managing Oxfam’s contract management database (CRIMSON), maintaining up to date proposal, allocations, income, reporting and other contract records Maintain restricted funding information systems and records on donor contracts and income data on shared drive and hard files Review, edit and submit donor financial and narrative reports, (in close coordination with CFC and the finance team) ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures, and donor requirements, Support finance and project managers to monitor restricted funding expenditure, ensuring the timely identification of problems (e.g. ineligible expenditure, miscoding etc), enabling appropriate corrective action, such as amendments and extension requests, to be taken. Actively participate in regular financial monitoring meetings. Coordinate communications with existing donors including responding to information requests, income tracking, contract amendments etc. Contribute to quarterly headquarters reporting, with a particular focus on compliance and systems risks associated with donor contracts.   Capacity Building Under the leadership of the CFC, work closely with programme teams to assess and strengthen their capacity in the planning, securing and managing of restricted funds through formal and informal training, coaching and accompaniment including required support to field based staff and partner organisations. Coordinate grant inception workshops and other compliance trainings specific to new contracts secured or expected to be secured. Support programme staff in conducting partner assessments, financial management monitoring and designing and implementing partner capacity building initiatives as required. Support the development, implementation and maintenance of an effective partner grants and reports monitoring system, ensuring adherence to OGB policies and procedures on partner management. Review partner grant budgets, activity plans and partnership agreements to ensure compliance with donor requirements and OGB policies and procedures.     SKILLS AND COMPETENCE:   Essential: Some experience and knowledge of planning for, securing and managing funds from institutional donors, such as EC, ECHO, DFID, CIDA, and UN agencies. Sound skills in capacity building in relation to fundraising, donor contract management and programme development. Self-motivated, target-driven and an entrepreneurial approach to fundraising opportunities. A team player with highly developed interpersonal, influencing and relationship skills. Excellent communication skills – both written and verbal (English). Strong administrative and numerical skills and attention to detail. Ability to manage her/his time effectively. Willing and able to adapt priorities in order to respond to changing demands.   Desirable: Mother tongue fluency in spoken and written Arabic A good understanding of the political context within the Middle East Existing understanding of Oxfam’s fundraising and contract management systems and procedures.
