Information Management Officer (Displacement Tracking Matrix – Dtm)

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in the inter-agency collaboration meet the needs of affected-persons and contribute to their protection.   Context: The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 3.8 million. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms. As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.   Core Functions / Responsibilities:   Under the overall supervision of the Chief of Mission, the direct supervision of the Emergency Response and Recovery Officer and the technical guidance of the DTM Unit at HQ, the successful candidate will be responsible for the planning, coordination and implementation of information management activities at IOM office in Lebanon in relation to IOM’s humanitarian and stabilization response to Lebanese Returnees (LRs) programme in response to the Syria crisis population displacement in Lebanon. In particular, he/she will:   Implement the integrated mechanism for data gathering and information management across all activities to ensure accurate and reliable data is collected, stored, and submitted from the field in a timely manner to be further processed in Beirut, particularly in regards to the second round of registration and profiling of Lebanese Returnees (LRs) across the country. Ensure that the implementation of the information management systems and application adhere to Information Technology and Communication (ITC) Policies and Standards. Support the effective Displacement Tracking projects implementation; ensure regular monitoring as per agreed timelines; prepare project status and progress reports. Ensure the effective use of the designated information system, including DTM portal and application tools, and other databases to manage the implementation of information management mechanism. Support in the supervision of data collection processes and the overall data management activities including encoding, storing, and transferring data as well as processing, and support to the analysis of the collected data and information locally. Support the planning, designing and implementation of mission’s Information Management Systems and reporting tools. Assist and promote the use of Geographic Information Systems (GIS) mapping by ensuring data collection has relevance to GIS coding. Ensure timely preparation and generation of local level information products, and support on information sharing and dissemination to all relevant channels. Identify gaps on data and information relevant to emergency response and stabilization operations and contribute to the preparation of project proposals aiming to address such needs. Develop and conduct training modules for the stakeholders as required for the implementation of information management mechanisms to ensure smooth roll out. Coordinate the development and enhancement of the integrated methodology for data collection and information management as required and needed by programmes. Liaise with governmental counterparts and UN/non UN partners as required. Perform such other duties as may be assigned.

Education and Experience
a) University degree in Political or Social Science, International Relations, Humanitarian affairs or related field; b) three years of field experience in emergency work, including camp and shelter management, support to displaced populations and the implementation of early recovery activities.
