Assessment, Monitoring And Evaluation Officer (Several Positions)

ACF, an International NGO operating in Lebanon since 2006.Please visit : http://www.actioncontrelafaim.org/en for more invormation on the organisation General responsibilities : Support the Monitoring and Evaluation (M&E) Unit in ACF’s Bekaa Base in Lebanon. Carry out field data gathering at different levels (household, informal tented settlement, municipality) to support the continuous ACF M&E covering different sectors (Vulnerability Verification; Food Security and Livelihoods; Water, Sanitation and Hygiene). Conduct ad hoc assessment interviews at different levels according to the request from the direct supervisor and following new arrival trends and programme impact assessment needs. Conduct focus groups discussions and any other studies, assessments and data gathering efforts as per request of ACF staff. Support data entry and reporting efforts if needed, and contribute to the overall implementation of assessment, monitoring and evaluation activities Specific objectives and tasks :  Objective 1 : Prepare the assessments - Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc.)- Support the logistics staff (drivers) the location of new places, households and interviews- Look for suitable places to conduct the interview when there are specific needs to born in mind (privacy, confidentiality of information, etc.) Objective 2 : Collection of Information and Data Gathering - Identify the eligible people in the household/tented settlement for the interviews/questionnaires- Inform the families on the scope and objectives of the assessment- Conduct interviews at different levels (household, ITS, etc…) in person or remotely (telephone call)- Apply and manage different questionnaires/data collection tools (questionnaires, KAP surveys, etc…) depending on the case- Compile indirect information and triangulate the provided data through direct observation, alternative questions and alternative informants (neighbours, relatives)- Input the primary/secondary information, the collected data and any other remarks/observation systematically through an android tablet/device or via questionnaire hard copies- Review the whole information to ensure quality of the data provided, completeness of the assessment tools and avoid further visits/calls to complement the information- Control the timing predefined for the assessment session  Objective 3 : Regular monitoring of the refugee situation - Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs- Detect the appearance of new refugees/flows and/or establishment of new informal tented settlements (ITS) in the areas of operation- Cross check information with field-level sources of information- Alert ACF staff of any issue/change or threat that might be detected during the field visits Objective 4 : Conduct and support focus groups discussions - Support the M&E Manager and MEAL Coordinator in conducting focus groups discussions as requested (from note taking to directly conducting focus groups discussion if delegated by the M&E Manager)- Conduct the preparation of focus groups discussion (calling participants, refreshments, booking/requesting rooms, permits, etc.) Objective 5 : Reporting - Report continuously the progress of the activities and assessments to his/her line manager. - Report weekly on all the activities related to assessment and data collection.- Regular oral reporting, debriefing and feedback to the M&E Manager, MEAL Coordinator and Project Managers (where necessary). Objective 6 : Others - Support any other M&E and Technical activities (KAP surveys, items distribution, mass information campaigns, etc.).- Support data entry efforts whenever it’s required- Takes care of the equipment assigned to the staff- Follows security measures.           - Debriefing with ACF staff- Respect of ACF Charter and internal rules and regulations.- Be committed to participate to any other activities in order to achieve the project goals. Previous experience :  At least one year of related previous professional experiencePrevious field experience in assessments, data gathering, interviews and information triangulation/verificationPrevious experience following KAP methodology would be an assetPrevious experience conducting focus group discussion would be an assetPrevious experience working with NGO Desirable: knowledge in any of the following field: Food Security and Livelihoods, Cash for Work, WASH Required skills : Previous experience in managing data collected through Android deviceGood knowledge of the region (Bekaa)Initiative, organise, availability/learning capacityAbility to work as part of a team, interpersonal qualities and diplomacyCommunication skills to interact with refugees and vulnerable populationGood organizational skills, serious and rigorousCalm, patient, organized and open-mindedFlexible with respect to job priorityGood understanding and knowledge of the humanitarian principles
