Team Leader (Shelter Program )

General objective   Under the direct supervision of the Shelter Program Manager, the Shelter Team leader is responsible for the qualitative, quantitative and timely implementation of the Shelter activities. He/she coordinates and monitors the work of all Field Officers/Workers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.   Responsibilities and tasks   Activities implementation -       Take part in the technical assessment, design and implementation of all program activities; -       Plan (daily and weekly) the field activities, supervise Field Officers/Workers and any potential contractors and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works; -       Adapt Activity form and implementing/monitoring tools to every activities; -       Ensure that all measures have been taken and rules followed to ensure security on-site; -       Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions; -       Support and participate to the other activities of the Shelter team when required.   Assessment, monitoring & evaluation of activities -       Assess regularly the Shelter humanitarian situation and determine population needs; -       Be in charge of the selection of suppliers and monitor their work to ensure the respect of the contract’s specification; -       Collect any relevant information from the communities and partners in the region considering possibilities of new projects; -       Analyse and monitor the results of Shelter activities.   Community mobilization -       Responsible of the communication between PU-AMI and the Communities regarding the implementation of shelter activities; -       Mobilize and encourage the Communities for the activities; -       Organize meeting with Communities;   Team Management -       Supervise the Field Officers/Workers and ensure the respect of all human resources rules; -       To manage the Shelter Officers/Workers working on the shelter activities in the supported facilities and in the communities; -       To coordinate the work of all Field Officers/Workers   dedicated to these activities : weekly/daily planning explain during weekly/daily team meetings, daily planning prepared at least the day before to maximize Field Officers/Workers  efficiency.   Capacity building -       Monitor regularly the shelter officer’s work by constantly visiting to the areas of intervention and getting feedback when not directly on the field -       Train new Shelter Field Officers/Workers on the activities implemented in the framework of the project. -       Solve team conflicts, if any, and ensure team building -       Support each Shelter Field Officer/Worker in improving his/her performance -       Conduct appraisals every six months with each Shelter Field Officer/Worker -       Develop any pedagogical and methodological tools adapted to the local context.     Reporting -       Collect all information and oral/written reports on the progress of Shelter activities on a daily basis; -       Make a weekly report in English on the progress of activities (WAR to send to the Shelter Program Manager); -       Report immediately any delay, problem or other relevant information to the Shelter Program  Manager; -       Communicate with the other sectors to homogenize the methodology and the conditions of intervention.   Logistics & administration -       Define the needs in items regarding the program (SOK) and the planning of interventions; -       Ensure the follow-up and the proper use of materials and tools used during on-site works; -       Manage the supply of items to the work site in collaboration with logistics department; -       Use the PU-AMI forms for all exchange with the logistic & administration services; -       Implement daily worker payment and/or beneficiaries payment in coordination with the administrative department -          Analyse the security situation in the area and inform the Program Manager on security incidents.   Budget -         Manage expenditures related to one specific grant -         Ensure follow-up and control of his/her budget area -         Analyze and propose solutions of reallocation if needed, after receiving a monthly updated budget follow-up from the Admin/Finance Department -         Approve expenditures and re-allocations within his/her budget area(s) -         Plan and monitor expenditures to take place during the grant period -         Address his/her cash forecast according to his/her budget areas -         Avoid any over or under expenditures at the end of the grant   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.
