Senior Procurement Officer

Work Flow:   Identify & Implement the required procurement process for related relief projects (applying either the WV or donors’ guidelines)   Ensure the development & the update of the Procurement database at the NO & Field level.   Ensure the performance of Vetting on all suppliers, partners and consultant.   Provide procurement operational support & advice to staff in different ADP/Projects/ Relief grants   Ensure & support in the Implementation of procurement processes from receiving the PRF to Delivery of the required goods/ service Lead the development of an annual sourcing strategy based on the consolidated Supply Chain procurement and implementation plans   Proactively manage the Supply Chain procurement plan to ensure strategic sourcing solutions are in place to support the timely and cost effective delivery of all customer needs Lead development and evaluation of RFPs for strategic and construction contracts   Lead fact-based negotiations with suppliers. Initiate and manage standardized contracts with suppliers Work    Monitor and maintain contract utilisation and information with contract owner.   Assessment of market place to insure full understanding of supplier base and any changing market conditions related to supply and price Manage supplier relationships to ensure compliance to term and conditions in the contracts, delivery of quality products and potential future cost saving opportunities.   Plan with GAM team and ensure the identification of suppliers, pricing and lead-times to meet material requirement of potential grants. Act as backup to the  Secretariat for the facilitation of the   Procurement Committee Meetings in the absence of the Procurement Manager
